Ribbon cutting ceremony for Son La Hydropower Plant
On this occasion, 57 individuals and groups received the Labor Medal and 41 certificates of merit from the Prime Minister.
On the morning of December 22, Prime Minister Nguyen Tan Dung officially cut the ribbon to inaugurate the Son La Hydropower Plant after 7 years of construction.
Attending this important event were former General Secretary Nong Duc Manh, Vice Chairwoman of the National Assembly Tong Thi Phong, Deputy Prime Minister Hoang Trung Hai, leaders of central ministries, branches and some localities, along with cadres, engineers, workers - those who directly made today's achievements and a large number of people from the three provinces of Son La, Dien Bien and Lai Chau. Leaders and former leaders of the Party and State also sent congratulatory flower baskets.

The Son La Hydropower Project is a national key project with an installed capacity of 2,400 MW, providing an average annual electricity output of over 10 billion kWh. What is admirable and proud is that all project management, design consultancy and supervision, construction, and metal component production are carried out by Vietnamese enterprises with their intelligence and internal strength. If the total investment of this project is over 60 trillion VND, then just 3 years of the project finishing ahead of schedule has brought in a value of about 45 trillion VND. The 500kV Son La-Hoa Binh-Nho Quan and Son La-Hiep Hoa transmission lines have also been completed on schedule to meet the capacity transmission requirements of the Son La Hydropower Plant.
Speaking at the inauguration ceremony of Son La Hydropower Plant, Prime Minister Nguyen Tan Dung stated: Completing the Son La Hydropower Plant means that we have conquered the Da River, fulfilling the lifelong dream of our people. The Hoa Binh and Son La hydropower reservoirs, together with Thac Ba and Tuyen Quang reservoirs on the Lo Gam branch, will ensure the safety of the capital Hanoi and the Northern Delta against large floods with a cycle of up to 500 years. The Son La hydropower reservoir also helps to transfer flood zones, slowing down the Red River floods to serve the development of production and people's lives, contributing to improving the environment, promoting socio-economic development of the whole region. The capacity of the Son La Hydropower Plant will also contribute significantly to regulating the flow of the downstream area, proactively providing irrigation water for the Northern Delta in the Winter-Spring crop, especially the provinces of the Red River Delta.
With a total installed capacity of 2,400 MW, the average annual electricity output is over 10 billion kWh, equivalent to nearly 10% of the country's electricity output in 2012, put into operation ahead of schedule, contributing significantly to ensuring electricity supply for the country, improving people's lives, and at the same time contributing to ensuring sustainable development. Along with the construction of Son La Hydropower Plant, many new traffic routes have been built, expanded and upgraded; the process of migration and resettlement has also combined with the rearrangement of local residents, preserving the cultural identity of ethnic groups, supporting people to gradually shift from self-sufficient production to commodity production with many more crops, livestock and new, more effective occupations, contributing to improving the material and spiritual life of ethnic groups...
On behalf of the Party and State, Prime Minister Nguyen Tan Dung warmly commended the ethnic people of the three provinces of Son La, Dien Bien and Lai Chau for their support and timely implementation of the relocation to resettle in new places to make way for the construction of the project. He commended the Investor and Design Consultant, leaders of localities in the Project area, relevant ministries and branches, especially the officers and workers of the construction units directly at the construction site for their efforts to overcome many difficulties to complete the Son La Hydropower Project ahead of schedule with the best quality. To ensure the power generation efficiency and the overall economic, social and environmental efficiency of the Son La Hydropower Project, Prime Minister Nguyen Tan Dung requested the Vietnam Electricity Group and the officers and workers of the Son La Hydropower Company to manage and operate the plant well so that it operates absolutely safely and stably, maximizing the overall efficiency of the project. The Prime Minister directed the Ministry of Public Security to closely coordinate with the Investor and local authorities to ensure the safety of the project. The People's Committees of the three provinces of Son La, Dien Bien and Lai Chau continue to pay attention to the arrangement of production land, consider integrating economic development programs to take care of solving jobs and living conditions for people in the localities receiving resettlement, especially people who have just moved to a new place to give up land for construction projects....

On behalf of the Party and State leaders, Prime Minister Nguyen Tan Dung awarded the First Class Labor Medal to Mr. Thai Phung Ne, the Prime Minister's envoy and Deputy Head of the State Steering Committee for the Son La and Lai Chau Hydropower Projects. The Prime Minister also awarded Labor Medals of various classes to collectives with outstanding achievements in the construction and completion of the Son La Hydropower Project./.
