Cut 1,170 billion VND after construction design review

On the morning of August 14, at the working session between Prime Minister Nguyen Tan Dung and the Ministry of Construction on promoting administrative procedure reform in construction investment in Hanoi, Minister of Construction Trinh Dinh Dung said that in the first 6 months of 2014, according to reports from 56 provinces and centrally-run cities, 2,513 projects were inspected.

The rate of design documents that need to be revised and supplemented accounts for about 43.8% of the documents reviewed.

The total estimated value before the audit was about 20,791 billion VND, the reduction value after the audit was 1,170 billion VND (equivalent to 5.63%). Meanwhile, the reduction value after the audit in 2013 was more than 2,840 billion VND (equivalent to about 9.2%).

Previously, construction design appraisal was mainly performed by investors hiring consulting agencies, then the investors themselves appraised and approved, without the control of specialized state management agencies, so the quality of design and estimates was still limited.

Meanwhile, the bidding process is still inadequate, there is a phenomenon of collusion or agreement between the Investor, consultant, contractor to increase the bid price, leading to loss, waste, reducing the quality of the project and reducing the efficiency of using investment capital.

To overcome this situation, the Government has issued Decree 15/2013/ND-CP on construction quality management. The Ministry of Construction has also issued Circular 13/2013/TT-BXD guiding the work of examining construction design. This is a legal document clearly demonstrating the role of state management in the pre-inspection stage to ensure construction quality for projects using all sources of capital; in which, for projects using state budget capital, it is necessary to ensure savings.

This is a breakthrough in State management in preventing loss, preventing waste, and improving the quality of construction works in construction investment projects with State capital and large-scale works in the pre-inspection step.

According to the Ministry of Construction, regulations on strengthening the design review role of construction professional agencies have initially improved and improved the quality of design products, saving costs for the budget.

The audit results have reduced many costs, cut unreasonable volumes; at the same time, supplemented and edited the missing volumes, inappropriate norms and unit prices. In particular, during the audit process, many errors in design, errors in applying standards, choosing structural solutions, errors in structural calculations, in designing construction methods, etc. were discovered. Early detection of these errors also helps avoid many risks and bad consequences.

Therefore, the construction design review is not only agreed by public opinion but also construction consulting organizations are more responsible for the design products. At the same time, weak consulting organizations must also have a direction to arrange and improve their capacity to get into order.
