Cut the corner of the old ID card to replace the confirmation paper
When switching to a 12-digit ID card, the corner of the 9-digit ID card will be cut off instead of the confirmation paper.
The content of the newly issued circular of the Ministry of Public Security states that citizens who apply for a new ID card (12 digits) must return the 9-digit ID card. Police officers will carry out the procedure in two ways: If the ID card is still clear (photo, ID card number and letters), cut off the upper right corner of the ID card, each side of the square corner is 2 cm, record it in the file and return it to the person who comes to do the procedure. Receive an ID card with a cut corner or after a period of time, if the citizen requests, the police agency will withdraw it and issue a certificate of ID number to that citizen. The Circular takes effect from June 16.

Speaking to reporters on the morning of May 6, Major General Tran Van Ve, Deputy Director of the Administrative Police Department for Social Order and Safety - C64, Ministry of Public Security, said that this is a new move to reduce inconvenience for citizens as well as reduce the workload for the police force.
Hanoi has successively issued and exchanged 12-digit ID cards at 32 locations for more than 140,000 people. The process of issuing and exchanging has resulted in many people needing to confirm that the old and new ID cards are one for banking and real estate transactions. Some people have made 2-3 certificates certifying that the two ID cards are one.
Major General Ve said that although the Ministry of Public Security has sent documents to agencies, ministries and branches requesting recognition of 12-digit and 9-digit ID cards as one, some banks are still causing trouble for people. "Cutting the corner of the 9-digit ID card is also something we want to do to limit trouble for people," said Mr. Ve, adding that this is a long-term measure that the Ministry will take.
General Ve advised people not to keep their old ID cards or cut corners themselves, because this affects their own rights. Cutting corners of ID cards must be done by police officers.
Deputy Director of Department C64 further emphasized that people who need to issue ID number confirmation papers will still be satisfied.
It is expected that this year, the issuance of 12-digit ID cards will be completed in 10 provinces and cities.
