Stop responding to voters' petitions in a general manner

Comrade Cao Thi Hien delivered the opening speech, emphasizing that the purpose of the conference was to exchange experiences on specific issues to improve the effectiveness of the People's Council's operations and the effectiveness of resolving voters' petitions.

Discussing at the conference, Ms. Nguyen Thi Lan - Deputy Head of the Social and Cultural Committee of the People's Council said: Many recommendations that the committee selected to survey and recommend solutions still "received general responses, not going straight to the point, not clearly stating responsibilities, solutions, and deadlines for resolution"; some issues were not resolved in a reasonable manner... For example, issues that voters recommended after the 3rd session of the Provincial People's Council such as: the issuance of books for voluntary social insurance participants in Nam Cat commune (Nam Dan); Nghia Dan district Social Insurance on the issue of social insurance arrears...

The situation of departments, agencies, and authorities handling and responding to voters' petitions in general, without a specific time frame for response, is also reflected by delegates representing the People's Councils of Con Cuong, Thanh Chuong, Anh Son, Tuong Duong, Ky Son districts...

To limit this situation, Ms. Nguyen Thi Lan suggested that it is necessary to report the results of resolving voters' petitions before the session; Propose that the Standing Committee of the Provincial People's Council develop a coordination regulation in receiving, resolving and responding to voters' petitions to clearly define the responsibility of presiding and coordinating with departments, branches, and local authorities and consider this as one of the criteria for evaluating the completion of tasks of leaders of agencies and units.

Talking about some difficulties in handling voters' petitions, Mr. Dao Xuan Thanh - Vice Chairman of the People's Council of Con Cuong district said that the synthesis of opinions as well as the resolution of them are sometimes not timely, partly because voters' petitions are duplicated and inaccurate; partly because only one deputy chief of office can be assigned to be in charge of the synthesis, so the work often overlaps and cannot be completed on schedule.

Therefore, Con Cuong district proposed that the Standing Committee of the Provincial People's Council consider the policy of arranging one more full-time comrade to assist in the activities of the District People's Council, and proposed that superiors stipulate a specific time for resolving voters' petitions because there are currently no documents guiding the implementation of the Law on Local Government and the Law on National Assembly Supervisory Activities.

The representative of Thanh Chuong District People's Council said that the Law on Local Government abolishing the Commune People's Council Delegation Group would cause difficulties for the activities of the Commune People's Council; proposed to have measures to handle agencies and authorities at all levels that are slow in resolving voters' petitions; proposed to have a concurrent allowance regime for the heads, deputy heads, and members of the Commune People's Council committees.

In addition, delegates also said that currently, due to the lack of legal documents specifically regulating the responsibility to respond, the time to respond and resolve voters' legitimate petitions to the People's Committees and agencies under the People's Committees at all levels; there are no regulations on the responsibility to fulfill the promises of leaders or representatives of agencies, units and localities, so the resolution of voters' petitions is still not very effective or slow.

Discussing this issue, Mr. Pham Van Hoa - Chief of Office of the Provincial People's Council said that resolving voters' petitions is the responsibility of all levels, sectors, agencies and units if relevant. However, in reality, sometimes there are still localities or organizations that mistakenly or intentionally confuse responding to voters' opinions with resolving voters' petitions. For the district level, the role of the Chief of Office of the People's Committee is very important, it is necessary to assign responsibility so that this person has a firm grasp of the work; in addition, there must be a regular review and synthesis of voters' petitions and leaders, the head must pay attention and thoroughly urge in order to quickly resolve them for the people.

In response to the opinions on the remaining issues raised by delegates at the conference, comrade Hoang Viet Duong asked local representatives to give their opinions on whether or not to issue a resolution stipulating the responsibilities of relevant agencies and units in resolving voters' petitions.

Concluding the Conference, Comrade Cao Thi Hien answered some opinions raised by delegates, summarized the discussion opinions and contributions to draw out experiences and effective work that can be applied to the activities of People's Councils at all levels to improve the quality and effectiveness of the work of resolving voters' petitions./.
