The Standing Committee of the Provincial People's Council requested all levels and sectors to enhance their responsibility in resolving voters' petitions.

On the afternoon of November 1, the Standing Committee of the Provincial People's Council held a regular October meeting to deploy a number of key tasks in November 2024, and at the same time give opinions on a number of contents related to preparations for the regular meeting at the end of 2024.

Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council chaired the meeting. Also attending the meeting were Comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; leaders of the Provincial People's Council, Office of the National Assembly Delegation and Provincial People's Council, Office of the Provincial People's Committee and Provincial Fatherland Front Committee.

Implement many key tasks

The meeting focused on evaluating the performance of the Standing Committee and committees of the Provincial People's Council in October with the key tasks of organizing the 23rd session (special session), with 25 resolutions passed.

The Standing Committee and the Provincial People's Council deployed supervision of two topics on the results of implementing the public investment plan for the period 2021 - 2025 of Nghe An province, from 2021 to 2023 and the topic on crime prevention and control related to "black credit" activities, crimes using high technology to defraud and appropriate property.

The Standing Committee of the Provincial People's Council also directed the Provincial People's Council committees to supervise and conduct surveys related to the supply of domestic water for people; the management, construction and use of cultural and sports facilities; the implementation of a number of support policies for officials and civil servants assigned to key districts and communes in ethnic minority and extremely disadvantaged areas; the planning, arrangement and settlement of residents and investment in essential infrastructure to serve production and life in ethnic minority and mountainous areas in Nghe An province.

Information, propaganda and petition work continues to be directed and strengthened by the Standing Committee of the Provincial People's Council; especially urging the settlement of voters' petitions.

Up to now, 15/15 departments, branches and localities have responded and resolved 96/96 opinions and recommendations that voters reflected and proposed at the meeting of voters of the Provincial People's Council delegates before the 21st session of the Provincial People's Council for the 2021-2026 term.

12/12 departments, branches and localities responded and resolved 41/41 opinions and recommendations reflected and proposed by voters at the voter contact conference after the 21st session of the Provincial People's Council; 25/25 units responded in writing and resolved 67 recommendations of voters via the online telephone line at the 21st session of the Provincial People's Council.

At the same time, the Standing Committee of the Provincial People's Council also directs the work of receiving, classifying, processing and urging the settlement of complaints, denunciations, recommendations and reflections sent by citizens to the Standing Committee of the Provincial People's Council.

Specifically, in October 2024, 15 citizens sent petitions to the Standing Committee of the Provincial People's Council and the Standing Committee of the Provincial People's Council also received 4 responses from departments, branches and localities regarding the petitions sent in August and September 2024. The Standing Committee of the Provincial People's Council also assigned Provincial People's Council delegates to receive citizens at the polling stations; attend the regular citizen reception session of the Chairman of the Provincial People's Committee.

At the meeting, the meeting participants focused on discussing and giving opinions on adding and removing from the list of resolutions expected to be submitted to the Provincial People's Council at the regular session at the end of 2024 based on the proposal of the Provincial People's Committee, with a total of 47 resolutions.

Some opinions discussed and proposed that the Provincial People's Committee direct the departments, branches and sectors assigned to prepare draft resolutions to be proactive in the preparation stage according to the correct procedures, both ensuring the time and quality of the draft, and creating favorable conditions for the Standing Committee and committees of the Provincial People's Council to review.

Along with that, strengthen the responsibility of all levels and sectors in handling petitions, recommendations and reflections of voters and people; at the same time, implement amendments to the process of receiving and handling petitions and reflections of voters and people in the direction of digital transformation.

Urgently prepare the content of the year-end provincial People's Council meeting

Concluding the meeting, Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council emphasized: The key task in November 2024 of the Standing Committee, the Provincial People's Council committees, the Office of the National Assembly Delegation and the Provincial People's Council is to focus on preparing content and conditions for the regular session at the end of 2024 of the Provincial People's Council. The Provincial People's Council Standing Committee requested relevant organizations and individuals to urgently and thoroughly participate, ensuring quality at all stages.

Identifying this as an important session, with a large amount of work, especially the large number of resolutions expected to be submitted by the Provincial People's Committee; requires a more scientific approach and increased close and effective coordination between the Provincial People's Council committees and specialized departments and branches of the Provincial People's Committee in preparing the draft resolutions to be submitted to the session.

In particular, it is recommended that the Provincial People's Council committees carefully study the provisions of the law and the Law on Organization of Local Government to review the legal bases and authority to decide on the resolutions that the Provincial People's Committee plans to submit at the regular meeting at the end of 2024, in order to remove from the list of resolutions that do not have sufficient legal basis and are not under the authority of the Provincial People's Council.

The Standing Vice Chairman of the Provincial People's Council also requested the Provincial People's Council committees to coordinate with provincial departments, branches and sectors to proactively research, propose and supplement the list of resolutions related to a number of mechanisms and policies assigned to the Provincial People's Council for decision-making authority according to Resolution No. 137 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province.

At the same time, review and collect opinions to prepare the content of the questioning at the regular meeting at the end of 2024 of the Provincial People's Council; proactively deploy the work of examining draft reports and resolutions submitted to the quality meeting.

Comrade Nguyen Nam Dinh requested the Provincial People's Committee to direct all levels and sectors to improve their responsibility and effectiveness in handling voters' recommendations, reflections, proposals and citizens' petitions. Pay attention to implementing the proposal of the Standing Committee of the Provincial People's Council on amending, supplementing or replacing Decision No. 25, dated July 11, 2019 of the Provincial People's Committee on the Regulations on receiving, handling and responding to voters' petitions in Nghe An province.
