The Standing Committee of the Provincial People's Council works with the Provincial People's Committee on black credit crimes.

On October 31, the Standing Committee of the Provincial People's Council had a working session with the Provincial People's Committee and relevant sectors to implement the thematic monitoring program "Prevention and combat of crimes related to "black credit" activities, crimes using high technology to defraud and appropriate property".

Participating in the working session with the Provincial People's Committee were comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; representatives of the leaders of the Provincial People's Council Committees; Office of the National Assembly Delegation and the Provincial People's Council.

Attending the meeting on behalf of the Provincial People's Committee were comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; comrades representing the leaders of the Provincial Police and related departments, branches and sectors.

According to a report by Nghe An Provincial Police, before 2022, black credit criminals operated under the guise of pawnshops and financial services with sophisticated tricks, seriously affecting security and order.

Up to now, although this situation has decreased thanks to drastic prevention measures, the subjects continue to transform, especially in cyberspace with "non-contact" forms through online lending apps or websites.

High-tech crimes for fraud are still complicated with methods such as taking over social network accounts, impersonating relatives via Zalo, Facebook to scam money or impersonating the police force, the Procuracy, using Deepfake AI to make fake video calls, etc. to commit fraud and appropriate huge amounts of money from many victims across the country, causing outrage among the public.

The Provincial People's Committee has directed drastic measures to prevent and combat this type of crime, including coordinating with many functional units to attack and crack down on this type of crime. Nghe An Provincial Police have dismantled many major projects, such as Project 1223L in February 2024, eliminating 2 transnational fraud gangs with a total amount of money embezzled of nearly 700 billion VND.

From January 1, 2022 to June 30, 2024, the authorities discovered, arrested, and prosecuted 105 cases and 123 defendants for the act of "Lending at high interest rates in civil transactions", clarifying the loan amount of more than 150 billion VND, illegal profits of more than 3 billion VND; handling administrative violations in 13 cases, 13 subjects, with a total fine of 195 million VND.

Investigate, clarify, arrest, and prosecute 105 cases, 220 defendants for fraud and appropriation of property using high-tech tricks; prove the amount of money the subjects appropriated was over 750 billion VND.

Measures to propagate, train and build a movement to protect security and order have been strongly implemented, such as organizing propaganda sessions, dialogues on television and placing complaint boxes in localities.

Management of conditional business lines has also been strengthened, with many establishments being punished for violations, especially usury establishments.

Based on the actual situation from the local monitoring sessions, the representative of the monitoring delegation of the Provincial People's Council made suggestions to the authorities to clarify such as: the work of capturing information, managing the activities of hui, ho, wards... to detect cases of transformation, usury; the work of grasping the situation and preventing cases of capital mobilization with unusually high interest rates; the practical mechanism of providing and exchanging information at the provincial and district levels; the rate of asset recovery and return to victims in cases related to black credit and fraud of appropriating assets on cyberspace; the work of coordinating with commercial banks and network operators in exchanging and providing information;...

The monitoring delegation of the Provincial People's Council also requested clarification of the management and control of advertisements, news, and articles on websites, social networks, links, and applications related to black credit or potential fraud.

In addition, to improve the effectiveness of preventing black credit crimes and crimes using high technology to defraud and appropriate assets, the monitoring team also requested that the authorities clarify the difficulties in sanctions for handling these two types of crimes.

Working with the monitoring team, representatives of departments and branches gave opinions and explained the proposed contents of the monitoring team.

Speaking at the meeting, Mr. Le Hong Vinh - Permanent Vice Chairman of the Provincial People's Committee said that black credit crimes and crimes using high technology to defraud and appropriate property are not only problems of Nghe An but also of a global nature.

To strengthen the effective fight against these two types of crimes, the Standing Vice Chairman of the Provincial People's Committee continues to direct functional agencies to focus on propaganda work through specific situations to vulnerable groups such as the elderly, students, etc. In addition, publicize handled cases to raise people's vigilance against this type of crime.

At the meeting, comrade Le Hong Vinh also requested the sectors to coordinate, strengthen inspection, rectify, tighten management, and grant certificates of eligibility to do business in related industries and fields, especially for business registration, business households registered to do pawn services, debt collection, and business establishments converting from pawn services to financial services.

Concluding the working session, Comrade Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council, Head of the monitoring delegation highly appreciated the results of the fight against and prevention of black credit crimes, crimes using high technology to defraud and appropriate property in the past time by the Provincial People's Committee and functional forces. The Vice Chairman of the Provincial People's Council affirmed: High-tech crimes continue to have complicated developments, occurring in many fields, causing economic damage, violating social order, and people's rights... In order to cope with the functional forces, this type of crime often changes its methods and tricks, causing many difficulties in detection and handling.

Comrade Nguyen Nhu Khoi requested the Provincial People's Committee, relevant departments and branches to continue directing functional forces to strengthen propaganda, dissemination and legal education for officials and people in the area to raise awareness and understanding of the people. In particular, focusing on groups of subjects at high risk of being lured into participating in criminal activities and subjects who are likely to be victims in cases of property fraud.

Comrade Nguyen Nhu Khoi suggested that sectors should proactively review professional regulations and performance of professional tasks, and enhance their role in preventing black credit crimes and crimes using high technology to defraud and appropriate property.

In addition, the authorities need to strengthen and improve coordination mechanisms, especially the regular police force in the communes, to ensure good security and order in the area, contributing to creating momentum for socio-economic development and improving people's lives.

On behalf of the monitoring delegation, the Vice Chairman of the Provincial People's Council requested the relevant sectors to review and make necessary recommendations to perfect legal regulations to enhance the effectiveness and efficiency of state management related to the prevention and handling of fraud and property appropriation.
