Provincial People's Council supervises the topic of preventing and combating high-tech crimes and black credit in Nghi Loc
On October 18, the Standing Committee of the Provincial People's Council conducted a thematic supervision on "Prevention and control of crimes related to "black credit" activities and crimes using high technology to defraud and appropriate property" in Nghi Loc district.

Comrade Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council chaired the meeting. Also attending the meeting were leaders of the Provincial People's Council committees and the Office of the National Assembly Delegation and Provincial People's Council, and leaders of Nghi Loc district.
Before working with Nghi Loc district, the Provincial People's Council's monitoring delegation directly surveyed the situation at Phuc Tho Commune Police and Nghi Xuan Commune People's Credit Fund.
Prosecuted 9 cases of using high technology to defraud and appropriate property
According to Nghi Loc district's report, along with the development of science and technology, "black credit" activities and high-tech criminal activities to "fraud and appropriate property" in the district have many potential complex developments, spreading to all classes of people.
Especially in cyberspace, subjects create many loan applications under the form of advertising quick procedures, no mortgage required, easy to create trust with people but in reality, high interest rates or fraud to appropriate assets.

Regarding criminal activities using high technology to "fraud and appropriate property", in Nghi Loc district, there are some popular forms through social networks such as Youtube, Zalo, Facebook, Tiktok,...
Regarding criminal activities related to "black credit" in the area, the subjects often take advantage of pawnshop services and financial lending companies to lend at high interest rates, targeting people's greed for profit to mobilize large amounts of capital and then flee and appropriate property.

In addition, the subjects also distributed and posted leaflets in public places; used mobile networks, the Internet to send text messages and other tricks to deceive people and those they forced into difficult situations, forcing them to borrow money at high interest rates.

To improve the effectiveness and efficiency in preventing and combating crimes and law violations related to "black credit" activities, Nghi Loc district actively strengthens solutions to rectify, tighten management, and grant certificates of eligibility to do business in related industries and fields, especially for business registration, business households registered to do pawn services, and business establishments converting from pawn services to financial services.

At the same time, regularly review and compare revenue and taxes of pawnshops, lending establishments, financial businesses and other businesses, on that basis, identify establishments showing signs of illegal credit activities for exchange, coordination in inspection and handling.
The District Police force coordinated with relevant agencies and departments to inspect activities, manage population, household registration, temporary residence, temporary absence, focusing on companies, business establishments, and business investments; inspected 12 pawnshops, 21 gold, silver, and gemstone businesses; at the same time, inspected 1 branch of F88 Company located in Nghi Xuan commune, Nghi Loc. Through inspection, no violations related to illegal credit activities were detected.

From 2022 to present, Nghi Loc District Police have prosecuted 2 cases and 2 defendants related to "black credit" activities; prosecuted 9 cases and 11 defendants related to using high technology to defraud and appropriate property.
Strengthening propaganda and dissemination of law
At the meeting, members of the Provincial People's Council's supervisory delegation, together with leaders and officials of Nghi Loc district, discussed and exchanged a number of issues that needed attention and clarification.

Concluding the meeting, Comrade Nguyen Nhu Khoi - Vice Chairman of the People's Council stated that crimes related to illegal credit activities and crimes using high technology to defraud and appropriate property are becoming increasingly complicated in today's social life. Through the reality of localities, it is seen that many difficult problems have arisen, requiring the drastic participation of not only the police force, but also local authorities, communities and social organizations.
Comrade Nguyen Nhu Khoi suggested that the District People's Committee and relevant agencies strengthen the dissemination of laws to prevent these two types of crimes. In particular, focus on disseminating information to vulnerable groups such as the elderly, young people, etc. This is considered an important and key solution in preventing all types of crimes, especially crimes related to black credit and the use of high technology to defraud and appropriate property.
At the same time, promote digital transformation, use information technology, increase the presence of authorities and security forces on social networking platforms, becoming an official information channel to propagate and disseminate laws, raise vigilance as well as receive feedback, denunciations and recommendations from local people.

In addition, the Vice Chairman of the People's Council proposed promoting the role of forces, including the regular police in core communes, along with mass organizations, socio-political organizations, and security and order protection teams at the grassroots level to effectively combat crimes using high technology to defraud and appropriate property through social networks, ensuring good security and order in the area.
Comrade Nguyen Nhu Khoi - Vice Chairman of the People's Council also received opinions related to perfecting policies, laws, loan policies,... of functional departments of Nghi Loc district to forward to relevant levels and departments for discussion and consideration.
