Leaders of Nghe An Provincial People's Council attended the working session at the 8th Session of the 15th National Assembly
On the morning of October 28, at the National Assembly House, continuing the 8th Session, under the chairmanship of National Assembly Chairman Tran Thanh Man, the National Assembly discussed in the hall. Vice Chairman of the National Assembly Nguyen Duc Hai chaired the meeting.

This morning's working session had invited guests who were leaders of the People's Councils of several provinces and cities to attend. The delegation of the People's Council of Nghe An province included comrades: Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council and Luc Thi Lien - Deputy Head of the Culture and Social Affairs Committee.
The National Assembly listened to the report of the Supervisory Delegation and the draft Resolution of the National Assembly on the results of the thematic supervision of "the implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023" before proceeding with the discussion.

Through monitoring, it shows that with the attention and drastic direction of the Party and the State, the promulgation and implementation of policies and laws on real estate market management and social housing development in recent times have achieved many remarkable results, contributing effectively to promoting socio-economic development, urban development and improving people's living conditions.

In the period of 2015-2023, the real estate market has made progress in terms of scale, type, quantity, form of capital mobilization and participating entities; creating a large amount of material facilities for society, helping production, business and service sectors develop and improve living conditions for all classes of people, contributing significantly to socio-economic development and economic growth of the country, at the same time, contributing to the implementation of social security policies, gradually meeting the housing needs of the people.

By the end of the monitoring period, there were approximately more than 3,363 commercial housing and urban area development projects that had been and were being implemented, with a land use scale of approximately more than 11,191 hectares; 413 industrial parks were established, with a total industrial land area of approximately 87,700 hectares.
Regarding social housing, about 800 projects have been implemented with a scale of 567,042 units, of which 373 projects have been completed, with a scale of 193,920 units; 129 projects have started construction, with a scale of 114,934 units; 298 projects have been approved for investment, with a scale of 258,188 units.

Besides the achieved results, the real estate and social housing market still has many shortcomings, inadequacies, unsustainable development, imbalance between supply and demand; real estate prices are still high compared to the income of the majority of people; many urban areas are abandoned; management of mini apartments still has many shortcomings.
The Supervisory Team also pointed out that: There is no effective solution to handle and resolve old apartment buildings that do not ensure living conditions for residents; many projects are facing difficulties and are slow to be implemented. New types of real estate face many legal problems and lack clear and specific regulations.

The Supervisory Delegation recommended that the National Assembly consider passing a Resolution on continuing to improve the effectiveness and efficiency of implementing policies and laws on real estate market management and social housing development based on the results of supervision, focusing on tasks and solutions to implement newly issued laws and continue to improve relevant policies and laws, and improve the effectiveness of organizing the implementation of policies and laws.
Continue to fully institutionalize the viewpoints and orientations of the Central Executive Committee and the Politburo on perfecting legal regulations related to real estate market management and social housing development, creating a legal basis for the real estate market to develop healthily, safely, and sustainably, meeting people's housing needs.

At the same time, the Supervisory Delegation recommended that the Government, the Prime Minister, relevant agencies and organizations continue to review the existing problems and limitations of policies and laws in real estate market management and social housing development that have been identified and adjusted in the laws, detailed regulations and implementation instructions that have been issued. The existing problems and limitations need to be further studied, resolved and have synchronous and specific solutions to overcome the existing problems, limitations, obstacles and weaknesses in real estate market management and social housing development mentioned in the Supervisory Delegation's Report, aiming to develop a safe, healthy and sustainable real estate market, diversify products, harmonize supply and demand, increase real estate supply in accordance with people's income, meet housing needs and ensure social security.
