Nghe An National Assembly delegation discusses the Electricity Law project (amended)

On the afternoon of October 26, continuing the 8th Session, the National Assembly discussed in groups. The Nghe An National Assembly delegation discussed in Group 3 with the National Assembly delegations of the provinces: Bac Giang and Quang Ngai.

The National Assembly Delegation of Nghe An province has 2 opinions on the Electricity Law project (amended). Accordingly, delegates: Hoang Thi Thu Hien - Permanent Vice President of Nghe An Women's Union and Pham Phu Binh - Permanent Member of the National Assembly's Foreign Affairs Committee both shared concerns because this is a very important law, with many amendments and many complicated contents, but is being proposed for approval according to the one-session process.

Delegate Pham Phu Binh expressed his opinion that, in the immediate future, we should choose the content that is really urgent and needs to be changed immediately to remove difficulties and obstacles, then we should amend it by issuing a draft Law amending and supplementing a number of articles of the Electricity Law. As for the comprehensive amendment of the Electricity Law, we should proceed carefully.

Based on comparing the contents of the draft Law and practical experience of some countries, the delegate from Nghe An also expressed his opinion on the requirements to ensure the rationality and efficiency of developing electricity from waste, meeting the standards of renewable electricity.

Delegate Pham Phu Binh also hopes that through the amendment of the Electricity Law, there will be breakthrough policies to take advantage of our country's offshore wind power potential; especially, there will be policies that combine the state's ability to control national defense and security for offshore wind power plants, while attracting other resources both domestically and internationally to take advantage of this source of capacity early in the context of investment costs being a challenge.

Also related to the Electricity Law project (amended), delegate Hoang Thi Thu Hien, Nghe An delegation proposed to remove the "explaining how to develop electricity" in the draft Law because it is not suitable.

In particular, expressing opinions on electricity trading activities and the competitive electricity market, the delegate from Nghe An said that the draft law mentioned competition in the purchase, sale, generation, transmission, wholesale and retail of electricity; however, the regulations are still general, especially not assessing the arising issues in practice for legalization.

Delegate Hoang Thi Thu Hien also expressed concern when the Power Plan VIII set a target that by 2030, renewable energy will account for 30-39%; by 2050, it will account for 67-71% of total output; however, in the draft Law, the support policies are not clear and specific.

The delegate of Nghe An also proposed to add to the draft regulations on the safety corridor of power projects for wind power projects to have a basis for determining the area and compensation for affected parties, which is inherently large in reality and has been questioned by National Assembly deputies at the National Assembly forum, but there is no legal basis for compensation.
