Slow progress due to lack of capital
(Baonghean) -The project to build Nghe An General Hospital with 700 beds started in 2004 and was expected to be completed this year. However, due to lack of capital, it is still unfinished and cannot be completed and put into use as scheduled.
The project to invest in the construction of a new 700-bed NA General Hospital was approved by the Prime Minister in August 2004, with a scale of 700 beds, a modern, grade 1 provincial hospital with a total floor area of 57,106m2 and a total investment of 680 billion VND. According to Mr. Ho Van Vinh - Director of the Project Management Board, it is expected that the project will be able to complete phase 1 by the end of 2013 and the funding source has increased to 1,346 billion VND. Talking about the reason for the delay, Mr. Vinh said: The project was in the first phase of construction but had to stop to adjust the design from 11 floors to 7 floors due to its proximity to Vinh airport, affecting the air route. But the main reason is still due to lack of capital. In 2009, the project was granted a loan from government bonds, so the progress was accelerated. As of October 2012, the total value of the project (including the estimated compensation for material and equipment price fluctuations) was 525 billion VND, of which the construction and installation part was 493 billion VND. Thus, the project has basically completed the architectural construction, power supply, water supply and drainage of the main building and independent departments, and is currently installing the hospital's technical systems and completing the remaining parts. By December 2012, the architectural construction of the entire main building, independent departments and the construction and installation of technical systems will be completed. The remaining work is still quite large, of which some items have not yet had money to be implemented, namely: Package 11 for architectural construction, power supply, clean water supply and drainage in the main building; Packages for technical systems for clean air supply to operating rooms and air conditioning, medical gas supply, fire prevention and fighting, low voltage system packages, waste and wastewater treatment stations; warehouse, outdoor power supply system, transformer station...
To complete and put into use phase 1 in 2013, in addition to completing the entire construction of electrical and water architecture in the main building, independent departments and hospital technical systems, it is also necessary to synchronously complete other technical infrastructure systems, including: Power supply system, water supply outside the house... but currently the project has only been granted 43 billion VND in government bond capital in 2013, but has lost 4 billion VND to build a transformer station and waste treatment area, consuming 24 billion VND. Thus, the capital is still lacking nearly 250 billion VND, while there is only 79 billion VND left from government bond capital granted in the period of 2012-2015. According to calculations, there is still a shortage of 171 billion VND to complete the project phase 1. So currently, the project is extremely "thirsty" for capital to complete on schedule.
