Rectifying recruitment, use and management of civil servants and employees
(Baonghean) - Official dispatch No. 9886/UBND-TH dated December 27, 2014 of Nghe An Provincial People's Committee onrectify the recruitment, use and management of civil servants, public employees and workers.
Implementing Directive No. 26-CT/TU dated December 16, 2014 of the Provincial Party Standing Committee on rectifying the recruitment, use and management of civil servants, public employees and workers, the Provincial People's Committee assigned provincial departments, branches and sectors; People's Committees of districts, cities and towns and public service units under the province to promptly and fully implement the contents of the directive and documents of the Provincial People's Committee: Official Dispatch No. 9096/UBND-TH dated December 2, 2014 on implementing the conclusion of monitoring the recruitment and use of civil servants and public employees in the province, Directive No. 30/CT-UBND dated October 28, 2013, Official Dispatch No. 8554/UBND-TH dated November 13, 2014 and related documents on continuing to rectify the situation of labor contracts in agencies and units, noting:
1. Strictly implement regulations on assignment and decentralization of management of cadres, civil servants and public employees; carry out recruitment and labor contracts in accordance with the correct order, procedures, staffing quotas, assigned number of employees and approved structure. Strictly prohibit the recruitment of labor contracts in any form that exceeds the staffing quota and number of employees without approval from competent authorities. Promptly terminate and liquidate contracts for performing civil service duties in state administrative agencies and report to competent authorities according to Official Dispatch No. 8554/UBND-TH dated November 13, 2014 of the Provincial People's Committee. Absolutely do not implement long-term labor contracts to ensure conditions on working time to apply regulations on recruitment into civil servants without examination.
2. People's Committees of districts, cities and towns urgently develop projects and have solutions to deal with surplus teachers.
3. Enhance the role and responsibility of heads of agencies and units in developing job position projects and the structure of civil servant and public employee ranks. Improve the quality of civil servant recruitment, effectively implement policies to attract highly qualified workers; at the same time, implement policies to streamline payrolls in conjunction with the evaluation of cadres, civil servants and public employees to improve the quality of cadres, civil servants and public employees.
4. Implement salary payments, policies and regimes for employees in accordance with legal regulations.
5. Strengthen inspection and examination of recruitment and use of civil servants, public employees and workers under management responsibility; handle or advise competent authorities to strictly handle violations.
6. The Department of Labor, War Invalids and Social Affairs advises on innovation in assigning training targets to vocational training institutions, the Department of Education and Training advises on innovation in assigning training targets to other training institutions to ensure scientific and appropriateness to the human resource needs of society.
7. Department of Home Affairs:
- Regularly review the implementation of staffing at agencies and units to ensure stable staffing of administrative agencies and public service units at all levels in the province according to the direction of the Central Government and the province.
- Preside over and coordinate with relevant departments, branches, sectors and units to research and advise on solutions to completely resolve the recruitment of civil servants and public employees for those who have been previously recruited under contracts for many years; solutions for self-financing contracts in public service units.
- Strengthen inspection and examination of recruitment and use of civil servants, public employees and workers in the province; advise competent authorities to strictly handle violations and thoroughly resolve urgent and outstanding issues arising in the process of implementing civil servant and public employee management.
- Synthesize the situation, advise the Provincial People's Committee to promptly report to the Provincial Party Standing Committee once a year or suddenly on the situation of civil servant and public employee management and violations by leaders of agencies and units.
Require units to seriously perform assigned tasks, report to the Provincial Party Standing Committee and the Provincial People's Committee for timely direction (photo attached with Directive No. 26-CT/TU of the Provincial Party Standing Committee).
