Rectifying recruitment, employment and management of workers
(Baonghean) - To overcome the situation where some agencies, units and leaders have not strictly implemented the Party's policies and the State's regulations on recruitment, management of civil servants, public employees and labor contracts; causing excess and waste in the use of human resources, affecting discipline in state management, causing negative public opinion among the people; at the same time, to improve the effectiveness of management of cadres, civil servants, public employees and workers in agencies and public service units of the province, the Standing Committee of the Provincial Party Committee requests Party committees, authorities, departments, branches, sectors, the Fatherland Front and mass organizations at all levels to well implement the following contents:
1- Thoroughly grasp and strictly implement Conclusion No. 64-KL/TW dated May 28, 2014 of the 7th Conference of the 11th Party Central Committee: From now until 2016, there will be basically no increase in staffing in administrative agencies, public service units, and commune-level cadres and civil servants, except in special cases of establishing new organizations or creating new tasks according to decisions of competent authorities.
2-Strictly comply with the Law on Cadres and Civil Servants; the Law on Public Employees and regulations and instructions of the Central Government, the Provincial Party Committee, and the Provincial People's Committee on the management of civil servants and public employees. Correctly implement the procedures, regulations, decentralization, and authority for recruitment and labor contracts according to the approved staffing quota, number of employees assigned, and the approved structure of civil servants and public employees of the agency or unit. Strictly prohibit recruitment and labor contracts (in any form) exceeding the staffing quota and number of employees without approval by the competent authority.
3- Focus on resolving the number of contracts that have been attracted according to the decision of the Provincial People's Committee that has been prolonged up to now. Rectify the situation of labor contracts that are not in accordance with regulations in agencies and units; terminate contracts for performing civil service duties in state administrative agencies; review and study solutions for civil servants and self-supporting contracts in public service units. Absolutely do not implement long-term labor contracts to ensure conditions on working time to apply regulations on recruiting workers into civil servants without examination.
4-Enhance the role and responsibility of heads of agencies, units, directors of departments, branches, chairmen of People's Committees of districts, cities and towns in developing job position projects and the structure of civil servant and public employee ranks in accordance with State regulations, ensuring feasibility. Improve the quality of civil servant recruitment exams, select people with qualities, qualifications and capacity for recruitment, effectively implement policies to attract highly qualified workers to work; at the same time, implement policies to streamline payrolls associated with the assessment of cadres, civil servants and public employees to improve the quality of cadres and civil servants according to the guidance of the Central and the province.
5- The Party Executive Committee of the Provincial People's Committee leads the Provincial People's Committee:
- Direct and well implement the regulations of the Party and State on assignment and decentralization of management of organizational apparatus and cadres, civil servants and public employees in the province.
- Regularly review the implementation of payroll at agencies and units to ensure stable payroll of administrative agencies and public service units at all levels of the province in 2015 and the following years. Direct and strictly control salary payments, regimes and policies for labor contracts to ensure compliance with legal regulations.
- Innovate the work of assigning training targets to schools in the direction of assigning scientific training targets, suitable to the needs of human resources of society. Continue to direct districts to develop projects to solve the problem of surplus teachers and take measures to promptly solve this situation in districts, cities and towns.
- Monitor, supervise, and strengthen inspection and examination work to promptly detect and strictly handle cases of failure to properly perform duties and powers, failure to properly implement legal regulations on recruitment, use and management of civil servants, public employees, and workers; thoroughly resolve urgent and outstanding issues arising in the process of implementing civil servant and public employee management contents. Direct the review, clarification, and strict handling of responsibilities of relevant collectives and individuals in recruitment and labor contracts that are not in accordance with regulations.
- Timely report once a year or suddenly on the implementation of the management of civil servant and public employee payrolls and violations by leaders of agencies and units to the Standing Committee of the Provincial Party Committee.
6-The Party Delegation of the Provincial People's Council strengthens supervision of the recruitment and use of civil servants and public employees in the province. Researches, supplements and amends the province's attraction policies for a number of sectors, fields, difficult areas, and ethnic minorities, ensuring that they are consistent with the actual situation.
7- District, city, town Party Committees, affiliated Party Committees, Party Executive Committees, Party Delegations, Fatherland Front, unions, departments, branches and sectors must seriously implement this directive.
The Provincial Party Committee's Organizing Committee presides over and coordinates with the departments and the Provincial Party Committee Office to monitor and direct the implementation of the directive at all levels; periodically summarizes and reports to the Provincial Party Committee's Standing Committee.
