In recent times, with the drastic efforts of the entire political system, relevant sectors and local authorities, illegal mining in the area has been limited. The province has established many interdisciplinary teams, organized many raids, eliminated hot spots of illegal mining, and strictly handled violating officials...
However, in some districts, the situation of mineral exploitation is still very complicated. Many hot spots of illegal mineral exploitation still exist such as gold mining in Tuong Duong, Ky Son, Con Cuong districts..., illegal sand and gravel mining on Hieu River, Lam River, Con River. This situation not only causes loss of resources, but also makes management difficult, affects security and order, and pollutes the environment.
According to reports from relevant departments and agencies, the main reason for the complicated situation of illegal mineral exploitation is that some local authorities (especially at the commune level) are still lax in management, waiting for the intervention of competent agencies. Inspection, examination and detection work is not regular and timely and the handling of violations is not strict. In addition, the propaganda and dissemination of legal documents on handling administrative violations in mineral exploitation has not been implemented strongly and extensively, and has not reached the subjects directly involved in illegal mineral exploitation, especially in remote areas.

After listening to the comments of representatives of functional departments, branches and localities, comrade Nguyen Xuan Duong - Chairman of the Provincial People's Committee concluded: In the coming time, the province will continue to review and promptly supplement documents to strengthen mineral management. Assign specific responsibilities to relevant levels and branches, such as: Department of Natural Resources and Environment to advise on reforming procedures for granting and revoking mineral exploitation licenses in a fast, concise and correct manner in accordance with the provisions of law.
Strengthen post-licensing inspection and coordinate with relevant agencies to strengthen propaganda work; the Public Security sector continues to strengthen inspection and strictly handle organizations and individuals who violate... Especially, at the district level, there should be a specialized resolution and clarify the responsibility of local leaders for illegal mining. Pay attention to vocational training and job creation to ensure a stable life for the people.
