Discipline improvement, work efficiency improvement

(Baonghean) - During the last term, the Provincial Party Standing Committee issued Directive No. 17-CT/TU on "Strengthening discipline and administrative order in agencies and units in the province" and Project No. 07-DA/TU on "Enhancing exemplary behavior, combating conservative thinking, waiting, and dependence among cadres and party members". These directives and projects have significantly contributed to raising the awareness and responsibility of cadres and party members, promoting the patriotic emulation movement, and creating unity in perception and action.

Rectifying administrative discipline

After the Provincial Party Standing Committee issued Directive No. 17-CT/TU, Party committees, authorities, agencies and units in the province proactively issued documents to guide and direct the implementation. Accordingly, all levels and sectors focused on reviewing, supplementing and perfecting regulations and rules at agencies and units regarding the contents of the Directive. The Provincial People's Committee has decided to establish an interdisciplinary inspection and supervision team for the implementation of discipline and administrative discipline in the province. The Provincial Party Committee's Propaganda Department has established 2 survey and inspection teams in a number of localities and units. Party committees and authorities of districts, cities and towns have also proactively developed plans to monitor and inspect the implementation of the Directive.

The inspection team implemented Directive 17 of the Provincial Party Committee at Yen Thanh District People's Committee.

With the active and proactive participation of all levels and sectors, especially the serious working spirit; 2 teams of the province's interdisciplinary inspection and supervision team promptly discovered and corrected shortcomings in the implementation of Directive 17 in agencies and units. For example, in Que Phong district, the team issued a document announcing the results of inspection and supervision in a number of localities of the district. Immediately afterwards, on August 26, the People's Committee of Que Phong district promptly directed the correction and reported the results to the team. In Que Son commune, one of the units with some problems, after the inspection team reminded, the commune leaders held a review meeting, assigned cadres and civil servants to overcome the shortcomings; at the same time, they developed a document detailing the contents of Directive 17 of the Provincial Party Committee and Directive No. 10 of the Provincial People's Committee...".

Team 1 of the province's interdisciplinary inspection and supervision team since the beginning of 2015 has pointed out that: The People's Committees of Thanh Chuong, Tan Ky, and Con Cuong districts have not organized well the reception and return of results department according to the one-stop mechanism, have not arranged staff reasonably according to the duty schedule, have not publicly posted administrative procedures according to regulations... Some officials and civil servants have not strictly followed working hours such as in Kim Lien commune, Nam Hung commune (Nam Dan). Implementing the recommendations of the Inspection and Supervision Team, the People's Committee of Nam Dan district has issued a disciplinary decision in the form of a warning for 2 officials and civil servants of Nam Hung commune...

Assessing the results after nearly 2 years of implementing Directive 17 of the Provincial Party Committee Standing Committee, comrade Le Dinh Ly, Deputy Director of the Department of Home Affairs said: “Agencies and units have disseminated and thoroughly disseminated to all party members, cadres, civil servants and public employees. From there, it has created a widespread influence among cadres and party members, gaining the support of the masses. Awareness and actions in complying with discipline and administrative discipline of most cadres, civil servants and public employees have had positive changes; office culture has been given attention. Most departments for receiving people, receiving and returning results under the one-stop mechanism have been given attention and organized reasonably by sectors and localities; procedures have been made public and clearly posted, creating convenience for people and businesses”.

Innovation in thinking and doing

A major milestone in the ideological work of the Provincial Party Committee during the 2010-2015 term was the issuance by the Provincial Party Committee Standing Committee of Project No. 07-DA/TU on "Enhancing exemplary behavior, combating conservative thinking, waiting, and dependence among cadres and Party members". The project truly created a new wind in the awareness, thinking and action of the political system, creating a spreading force among cadres and people when implementing resolutions at all levels.

After completing the land consolidation work in Nghi Quang Commune (Nghi Loc), for the rice-growing land areas with low productivity, the Party Committee encouraged households to convert and build livestock models with high economic efficiency. Previously, the family of party member Tran Xuan Ngoc, Bac Son 2 Hamlet, Nghi Quang Commune had up to 6 rice fields, but after the land consolidation, they received nearly 20,000 m2 of flooded land to dig ponds to raise monosex tilapia and raise geese and ducks. Mr. Ngoc said: "Implementing the integrated livestock model with high economic efficiency, in the near future, my family will continue to dig more ponds to raise fish and increase the total poultry herd...". In Nghi Quang Commune, 7 households have converted and built economic models after the land consolidation. Comrade Nguyen Dinh Tien, Secretary of the Commune Party Committee, affirmed: “The Commune Party Committee has had policies to encourage people to innovate their ways of doing things and create breakthroughs in the economy. In particular, many Party members have boldly taken the lead in building models, thereby creating motivation for the masses to follow suit.”

The Standing Committee of Nghi Loc District Party Committee has issued a plan to implement Project 07 with many specific tasks and solutions, promoting the results achieved in 10 years of implementing Resolution No. 13 of the District Party Committee, term XXV, on "Continuing to innovate awareness, overcoming conservative and stagnant thinking in economic development in Nghi Loc". Accordingly, associated with the planning and socio-economic development plan in the district, there have been many good models and practices, contributing to promoting new rural construction based on major changes in awareness and thinking of Party committees, authorities and people at all levels. Comrade Nguyen Tien Cuong, Deputy Head of the District Party Committee's Propaganda Department, said: "The district has proposed 6 key solutions, emphasizing the need to continue to carry out propaganda work well, set good examples; strengthen political and ideological training and education; seriously self-criticize and criticize; strengthen inspection, supervision and disciplinary action to improve the quality of cadres and party members, and push back conservative, expectant and dependent thinking."

Although the implementation of Directive 17-CT/TU and Project 07-DA/TU has not been long, many creative, rich and diverse ways of doing things at each agency, unit and locality have brought about clear results. Discussing solutions to promote the implementation of Directive 17 and Project 07, Comrade Le Ba Hung, Standing Committee member, Head of the Provincial Party Committee's Propaganda Department, said: In the coming time, along with promoting the study and following of Ho Chi Minh's moral example, implementing the Party's Charter, setting an example of strictly abiding by the Constitution and laws of the State... Party committees at all levels need to regularly promote propaganda work, promote the exemplary role of cadres and party members; criticize conservative, waiting and dependent thinking. Party committee members at all levels must be exemplary in all work, building a team of cadres and party members who are "both red and professional". Seriously self-criticize and criticize in party activities; Strengthening the inspection and supervision of cadres and party members; at the same time, relying on the people to build the Party.

At the same time, sectors and localities always innovate ways to attract investment for economic and social development, dare to think, dare to do, dare to take responsibility, be proactive, creative and gradually overcome the mindset of waiting and relying on the direction and investment from superiors. This is one of the important factors to create a breakthrough in the coming time. In addition, promote the role of the Fatherland Front and socio-political organizations in mobilizing the masses to supervise cadres and party members through direct reflection and many other channels to contribute ideas. Every year, organize cadres, party members, and grassroots party organizations to register to strive to perform tasks with superior party committees and is one of the important criteria for year-end evaluation and classification. In particular, focus on discovering, praising, and rewarding party organizations and party members with outstanding achievements and have measures to propagate, disseminate, and replicate those typical examples.
