At 10:35 am on February 25, the 7th day of Tet, we arrived at the Dien Chau District People's Committee's One-Stop Transaction Center. The office was quiet, with a series of nameplates arranged in the corner of the table. Inside, Ms. Hoang Thi Nga, an employee of the center, was discussing work with a single customer, a commune cadastral officer in the district. Ms. Nga said that in the morning, a number of households came to do administrative procedures related to land. However, compared to the time before Tet, the number of people coming to do transactions was much lower. It seemed that people were still in the Tet holiday mood.
Different from the quiet atmosphere at the District One-Stop Transaction Center, the working atmosphere at Dien Yen Commune People's Committee was quite lively. From the 4th day of Tet, the commune organized a gift giving program for students and some households who needed to do procedures and paperwork were also handled by commune officials. Mr. Duong Dang Hoi, Chairman of the Commune People's Committee, said: At the beginning of the year, the most common needs of the people were to certify and confirm the time off for officials and workers on Tet holiday, job applications, notarization of documents, etc. According to Mr. Hoi, on the first working day of the new year, 54 people came to do transactions. Commune officials had to work until 5:20 p.m. to finish their work.
In Vinh City, according to records, on the first working day of the new year, the city's Reception and Results Department received 20 people coming to register for administrative procedures. Also on the first working day, Vinh City organized a tree planting festival and met with officials and employees. On the second working day, the 7th day of Tet, as of 3:30 p.m., 50 people had come to register transactions and resolve administrative procedures. Mr. Nguyen Trung Thanh, Deputy Office of the People's Council - People's Committee of Vinh City, said that in 2014, the city's Reception and Results Department received and processed nearly 24,500 sets of documents. Of which, the most concentrated were still documents and transactions on land, mortgage security transactions, and bank mortgage cancellation. On the peak day, the city received and processed more than 200 sets of documents. Therefore, the number of 50 applications on the second working day after Tet is much lower than before. At this time, people are still participating in Spring Festival activities, and large transactions such as real estate transfers and sales are not yet active.
According to many people, in the first working days of the new year, the staff of the Vinh City People's Committee departments all showed seriousness and a high sense of responsibility. At the time of our survey, 10/10 staff of the departments were on duty to handle procedures for the people. Ms. Nguyen Thuy Duong, an employee of Eximbank, said that participating in transaction activities in Vinh City was carried out professionally. The staff all smiled and sent New Year greetings to customers, creating an open and comfortable atmosphere. "I often conduct transactions in the city and notice that there is no jostling here. Transactions are carried out in accordance with ISO standards with an automatic numbering system, whoever comes first receives a number and is processed first. This is the result of administrative reform, of which the people are the ones who benefit the most," Ms. Duong shared. Mr. Phan Hong Ha, Hamlet 5, Hung Chinh Commune (Vinh City) was very excited and happy because he had completed the procedures for secured transactions at the beginning of the new year. He said: I came to register and submit my documents on the morning of February 25. When it was not my turn yet, I thought I would encounter many difficulties because it was the 7th day of Tet, but by the afternoon, all the procedures were completed.
According to our research, all agencies and units in the province have started working after the long Tet holiday. If on the 6th day of Tet, agencies organized meetings and congratulated cadres and employees on the first day of the year at the beginning of the working session, then on the 7th day of Tet, the working atmosphere returned to normal. At the Department of Transport, on the first working day of the new year, 133 people came to register for work. The main need of the people is still to do the procedures to change their driving licenses. Nghe An Department of Transport has arranged permanent staff to work during office hours, not to prolong the waiting time of the people. Administrative procedures are resolved quickly according to regulations. At the end of the second working day of the new year, the Department of Transport had 168 people coming to work satisfied.
However, some units still have a “post-Tet” mentality, organizing spring trips and festivals. In addition, there is a situation where officials and civil servants hang out at coffee shops. Some places have not really “got into the groove” after the long Tet holiday…
