Correcting the situation of fruit display along National Highway 46 causing traffic safety problems

(Baonghean) - The Hotline Information section of Nghe An newspaper published on March 17, 2015 contained a report from Nam Dan district residents about "Recently, along National Highway 46 from the gate of Mai Hac De High School (Xuan Hoa commune) to Nam Giang industrial cluster, there is still a situation of fruit being sold right on the roadside, with passersby stopping and parking their cars and motorbikes to buy fruit, causing obstruction and traffic insecurity."

On March 26, 2015, Nam Dan District People's Committee issued Official Dispatch No. 423/BC-UBND regarding the content reported by Nghe An Newspaper.

In the past time, implementing Plan No. 706/KH-UBND.NC dated December 24, 2014 of the Provincial People's Committee on ensuring traffic safety and order during the Lunar New Year, the Spring Festival at the beginning of the year and the launching of the campaign to handle violations of traffic safety corridors in 2015, the District People's Committee has organized a launching ceremony to clear violations of traffic safety corridors, organized to thoroughly disseminate to the Chairmen of the People's Committees of communes and towns; organized forces to inspect and handle violations. The communes and towns have done relatively well in rectifying and clearing violations of traffic safety corridors, especially before and during the Lunar New Year of At Mui 2015, specifically:

On January 8, 2015, the District People's Committee issued Plan No. 21/KH-UBND on launching a campaign to clear traffic safety corridors on roads in Nam Dan district in 2015.

On January 15, 2015, the District People's Committee issued Official Dispatch No. 70/CV-BATGT assigning members to direct the clearance of traffic safety corridors in 2015.

On January 26, 2015, the District People's Committee issued Official Dispatch No. 01/CV-BATGT on urging and inspecting the clearance work at the grassroots level.

On February 6, 2015, the District People's Committee issued Official Dispatch No. 227/CD-UBND dated February 6, 2015 on strengthening the clearance of encroachment on traffic safety corridors.

On March 12, 2015, the District People's Committee issued Plan No. 324/KH-UBND on implementing the work of ensuring traffic order and safety in 2015 in the district.

On March 20, 2015, the District People's Committee issued Official Dispatch No. 382/UBND-CT dated March 20, 2015 on violations of the roadway and sidewalk for business and trading on National Highway 46.

Up to now, 15/15 communes and towns along National Highway 46 and National Highway 15 have launched the clearance campaign and achieved quite good results such as: Recovering 422 billboards, demolishing 1,007m2 of kiosks, demolishing 735m2 of corrugated iron roofs, demolishing 652m2 of concrete floors, cutting down 3,451 trees of all kinds... On January 27-28, February 13-14, 2015, the District People's Committee directed the Department of Industry and Trade to mobilize 5 excavator shifts, 5 dump trucks to carry out the clearance work at the intersection of Van Dien commune, the traffic safety corridor on the left side of National Highway 46 from Km32+500 to Km32+700 and the traffic safety corridor on the right side of National Highway 46 from Km34+400 to Km34+703, National Highway 15 in the district stadium area leveled. 1,360m3.

However, after the Lunar New Year, some communes along Highway 46 still allowed the trading of goods and selling of fruits on the roadside, affecting traffic safety as reported by the newspaper.

After receiving feedback from Nghe An Newspaper, Nam Dan District People's Committee assigned the Department of Industry and Trade and the District Traffic Safety Committee to directly inspect, make a record and assign responsibility to communes and towns not to repeat violations, such as: On March 23, 2015, the Department of Industry and Trade and the District Traffic Safety Committee conducted an inspection and made a record assigning responsibility to Kim Lien and Nam Giang communes not to allow households to do business in the heart and on the sidewalk of National Highway 46.

The District People's Committee will continue to direct the simultaneous clearance campaign throughout 2015 according to the content of Plan No. 324/KH-UBND on implementing the work of ensuring traffic order and safety in 2015 in the district.
