Comrade Ngo Duc Kien:The establishment of Cua Lo ward on the basis of preserving the entire development space of the 7 old wards of Cua Lo town is a clear demonstration of the special position and strategic role of Cua Lo in the overall development of Nghe An province. This shows the high appreciation from the Central and the province for the stature, potential and contributions of Cua Lo. This is both an advantage and a great responsibility that the Party Committee and people of Cua Lo ward must strive to change their thinking, vision and determination to act to assert themselves in the new development stage.
Cua Lo is considered the “green pearl” of Nghe An tourism and has been a prominent coastal tourist destination since very early times, having been chosen by the French to build a resort hundreds of years ago. This potential and strength will continue to be clarified at the 1st Congress of the Cua Lo Ward Party Committee, term 2025 – 2030 with a vision and drastic solutions for the Cua Lo tourist city to develop in a friendly, civilized and modern manner in the coming time.
Reporter: Determining the vision, orientation, and development goals for the new period must be based on the current foundation. Could you please share the outstanding results that Cua Lo has achieved in the 2020-2025 term?
Comrade Ngo Duc Kien:The most important highlight in the 2020-2025 term, from the attention of the Central and Provincial Party Committees, infrastructure has been gradually invested, many key projects have been implemented, contributing to expanding space and modernizing urban infrastructure. Typically, Cua Hoi Bridge, Vinh - Cua Lo Boulevard, Vinh - Cua Hoi Road 535, Coastal Highway, Binh Minh Road, Sao Nam Road, Nguyen Hue Road... Along with that, internal infrastructure in blocks and residential areas has been invested by the people, basically completing 90% of the criteria for building a model residential area. Total social investment capital reached 24,622 billion VND, an average increase of 11.7%.
Non-state resources are effectively attracted with large-scale tourism and urban projects being invested in. Typically, the VinWonders Cua Hoi entertainment area; modern urban areas are being started to build; developing a number of financial, credit, banking and educational services: more than 300 accommodation facilities, of which 22 meet 2-star to 5-star standards. The seaport and logistics system, along with more than 400 enterprises, 12 cooperatives and 4,960 individual business households, contribute to affirming and enhancing the Cua Lo brand.
An important highlight of Cua Lo is its good economic growth. The total product value in the 2020-2025 period increased by an average of 10%, higher than the average of the whole province and was in the top group of units with high growth rates. The economic structure continues to shift towards increasing the proportion of industry and services; the proportion of the service industry accounts for a large proportion and the content of high-quality service industries begins to form and develop, reflecting the development direction of Cua Lo, which is to focus on services with an average growth rate of service industry product value in the period 2020-2025 estimated at 9.9%. The number of visitors and tourism revenue increases annually, the number of tourists in 2025 is expected to reach 5.9 million, an increase of more than 4 million visitors compared to 2020.
Agricultural economy develops in the direction of high technology, goods serve tourism business and marine economy, fishing and aquaculture sectors focus on quality and increase output, sustainable economic efficiency.
The cultural and social fields have had positive changes. In the ward, 22/22 schools have met national standards, including 14 level 2 schools. The quality of the general and key areas continues to be raised in a steady direction, maintaining the leading position in the education sector of the province. Medical facilities, culture, arts, physical education, sports, and information and communication have received investment attention, basically meeting the needs of health care and improvement of the people. National defense and security are maintained, creating a stable environment for development.

Comrade Ngo Duc Kien:We have determined the common goal in the new term as: Building Cua Lo into a green - clean - beautiful, rich, civilized coastal city; rapid and sustainable economic growth; synchronous and modern infrastructure step by step; improving people's lives; preserving cultural identity; stable society; solid national defense and security; a comprehensively strong political system, creating the premise for Cua Lo to develop rapidly in the era of national development.
To realize that aspiration, we set 22 major targets covering 5 areas. Focusing on striving for a total production value growth of 12 - 13%; average income per capita by 2030 reaching 189 million VND/year; annual budget revenue increasing by 10%. Total tourism revenue reaching 11,000 - 12,000 billion VND... In addition, targets on education, health, insurance, environmental protection, culture, poverty reduction... are all set in a specific, realistic, feasible and synchronous manner.
We also identified 5 key task groups, 3 breakthroughs and 4 main solution groups to create momentum to promote Cua Lo's breakthrough. Of which, the three breakthroughs that Cua Lo focuses on are:
The first,Promote administrative reform, especially administrative procedure reform, reduce hassles and costs for people and businesses. Build an honest, creative, professional and modern administration; focus on accelerating digital transformation, strongly applying science and technology and innovation.
Monday,Maximize the advantages of the marine economy; diversify products and types of tourism; improve service quality and human resources for tourism; promote promotion, connection and linkage, affirm Cua Lo tourism brand on the tourism map of Vietnam and other countries in the region; develop trade promotion services, logistics, and e-commerce.
Tuesday,Attracting investment in synchronous infrastructure, especially the area east of Binh Minh Street, creating a diverse development space with strong highlights and attraction.
