Breaking the chain of drug supply to prisoners

(Baonghean)Taking advantage of loopholes in the visitation and management of prisoners, some subjects illegally trading in drugs in society have used all means to bring "white goods" into Prison No. 3 - Ministry of Public Security to sell to some prisoners in need who are serving their sentences. This is a daring and reckless trick of the subjects, with the effective support of the prisoners' relatives, leading to an unexpected incident.

In the first months of 2012, some people living near K2 (Prison Camp No. 3), located in Nghia Dung Commune (Tan Ky), reported that some outsiders had used all means to smuggle drugs into the prison to sell to prisoners being reformed there, mainly heroin. Faced with the above "hot" information, the leaders of Tan Ky District Police assigned the Drug Crime Investigation Police force to investigate, verify, and fight to clarify the situation.

After a period of investigation and information collection, the police force confirmed that the people's reflection was completely grounded. In order to "break the chain" specializing in providing the above "white death", Project 42012M was established, under the direction of the leadership of Tan Ky District Police, with the Head of the Economic and Drug Investigation Team as the head of the committee. All experienced detective investigators were "thrown" into the case with the determination to catch the drug suppliers.

Being present in Nghia Dung commune - a place adjacent to the reform area, holding thousands of prisoners, finding clues among the prisoners being reformed related to drug addiction was difficult. However, with the help of the Warden of Prison No. 3, through professional measures, the Task Force saw 2 suspects emerge, falling into the "crosshairs": Nguyen Van Dong (born in 1988) and Pham Van Nghi (born in 1982), both residing in Xuan Duong (Tan Ky). And the "needle" that had been lying dormant for a long time was revealed from here. It is known that Dong and Nghi are both drug addicts, often absent from the locality, going somewhere, doing something without their wives and children knowing. Through professional measures, the detectives learned that Dong and Nghi often went back and forth to work as "wooden legs" for local prisoners. On the morning of May 23, 2012, Nguyen Van Dong and Pham Van Nghi rode a motorbike through the forest to Nghia Dung commune.

Nghi Dong and Nghi invited each other to buy "white goods" for their own use, or to sell them to addicts to get money to smoke. The plan to arrest Dong and Nghi was deployed. At about 3:00 p.m. on May 23, 2012, at Vang Tam slope, detectives caught Dong and Nghi red-handed while transporting and illegally storing drugs, seizing 0.05 grams of heroin. During the investigation and expansion, Dong and Nghi confessed that they bought the above amount of heroin from Pham Thi Hao (born in 1961), residing in Dong Kho hamlet (Nghia Dung commune) for a total of 400,000 VND. Through investigation, it was known that Pham Thi Hao lives near area K2, Prison No. 3, Ministry of Public Security. Hao had a previous conviction for illegal drug trafficking.

In 1977, Hao was released from prison and returned to her hometown, but she was still the same, Hao continued to do illegal business by buying and selling heroin. After consolidating the case and evidence, at about 11:00 a.m. on May 25, 2012, the Special Task Force executed an arrest warrant and urgently searched Pham Thi Hao. The police discovered and seized 1.2 grams of heroin and 1 million VND in cash at Hao's house. Pham Thi Hao confessed that she went to Que Phong district to buy heroin for retail sale, but Hao answered that she did not know the name or specific address of whom or where she bought it.

Considering the seriousness of the case, the 42012M Task Force reported and requested the Drug Crime Prevention Police Department and the Provincial Police to coordinate in the fight against the case and arrest the "link" supplying heroin to the prisoners. Nearly a dozen suspects were mentioned and screened by the detectives, among whom stood out Ha Thi Sam (born in 1976), residing in Na Cong village (Que Son commune, Que Phong). Sam had a previous conviction for illegal drug trafficking. After completing her prison sentence, Sam was still like a "forest ghost", appearing and disappearing, all day and night sneaking around the deep forests and mountains to "make a living".

With the help of the people, the Task Force received information that Ha Thi Sam was preparing to arrive in Tan Ky district to deliver the “white goods”. The plan to capture Ha Thi Sam was discussed and implemented quite specifically by the Task Force. One day in mid-May 2012, the detectives discovered that Ha Thi Sam, who was pregnant, was present in Tan Ky town and calling someone. To prevent the subject from acting rashly, the Task Force mobilized the entire police force of the District Police and Traffic Police Team No. 3 stationed in the area to coordinate and block important points. All movements of Sam were under the control of the Task Force.

When Sam entered room 102 of a hotel in the district, while she was exchanging goods and money with a strange young man, detectives from outside rushed in and caught both Ha Thi Sam and Luong Van Duong red-handed for the illegal purchase and sale of drugs, confiscating 73.3 grams of heroin, 1 motorbike, 1 cell phone, at about 11:30 a.m. on May 27, 2012. During the days of temporary detention for investigation, completing the case file to propose prosecution before the law, Ha Thi Sam recently gave birth at the Detention Center. An innocent child, because of the inhumanity of the mother, had to suffer the loss when she cried out at birth. But the most regretful and resentful thing was that every time she heard her child cry because of lack of milk, lack of warmth from her father and relatives, Sam's heart ached as if someone was tearing it apart.

The project to fight and cut off the "chain" of subjects who illegally buy and sell drugs to prisoners at Prison No. 3 - Ministry of Public Security located in Nghia Dung commune, Tan Ky district is one of the outstanding achievements demonstrating the intelligence, bravery, and disregard for hardship of the Nghe An Police investigation officers.
