The issues raised are all urgent and central issues that the city is focusing on leading and directing, and have been widely recommended and reflected by voters at voter meetings. In general, the atmosphere of explanation and response to questions by leaders of the City People's Committee in charge of the field and a number of specialized agencies of the City People's Committee is quite clear and specific, clearly demonstrating responsibility, serious review, and acceptance of the issues raised by the City People's Council. On the part of the People's Council delegates, the questions raised are focused and practical in order to clarify the issues raised, reflecting the wishes of voters.

These are the situation, causes and solutions to overcome the phenomenon of re-encroachment on sidewalks and roads for trading; oversized and overloaded vehicles running in violation of regulations; passenger cars and trucks running on prohibited routes; vehicles carrying construction materials dropping on the road causing environmental pollution and traffic insecurity that are not prevented; the settlement of encroachment on Cua Huu campus belonging to Vinh Citadel relic; the progress of resolving old collective housing areas, are the "hottest" contents at this meeting.

Mr. Le Quoc Hong - Vice Chairman of the City People's Committee directly explained the group of issues on urban order. According to Mr. Le Quoc Hong, the reason for re-encroachment on the sidewalk, objectively, is due to the mindset of many households that houses on the street must be used for business, if not, they will rent them out for business, some households are in economic difficulty so they find every way to take advantage of the premises for business; on the other hand, consumers like to sit at sidewalk stalls, sit on motorbikes to buy goods. Subjectively, the leaders of the Party Committees and authorities of some wards and communes have not really paid attention to organizing regular implementation, the handling is not strict and respectful. The forces participating in the clearance are not determined in handling, and the implementation is not regular. Regarding the situation of trucks carrying construction materials dropping on some roads that voters reflected is completely correct. For a long time, for national highways and provincial roads, Nghe An Traffic Inspectorate has coordinated with the Provincial Traffic Police; For routes under city management, the City Traffic Police are assigned to coordinate with ward and commune police to control and handle.

After Mr. Le Quoc Hong's explanation, there were 8 turns of delegates questioning to clarify responsibilities, solutions and specific time to resolve each issue.

Delegate Nguyen Thi Lan Anh stated: "Although the city has a policy to ban markets on Hong Son and Ho Xuan Huong streets to ensure clear roads for these routes, Vinh Market Management Board still collects market fees from traders on these routes?" Mr. Le Quoc Hong affirmed: The City People's Committee has issued a document to prohibit the collection of fees on some routes around Vinh Market. If Vinh Market Management Board collects fees, it is completely wrong and unintentionally "assists" in violating regulations. This issue assigns responsibility to Hong Son Ward to continue to rectify this matter.

Continuing to raise questions, delegate Nguyen Van Hanh said: The problem of encroachment on sidewalks and parking in the wrong places has been mentioned many times, so I would like to ask if the city can resolve it completely and when will it be resolved?

Responding to this issue, Mr. Le Quoc Hong said that "it may not be possible to end it"! He also promised that the city will continue to direct the correction of sidewalk businesses; as for the arrangement of parking spots for motorbikes and cars, based on the Decision of the Provincial People's Committee, in the coming time the city will proceed to draw up parking spots on sidewalks and roads without charging fees.

Regarding the issue of urban order, many delegates expressed their concerns and suggested solutions to restore urban order. The delegates said that it is necessary to recognize that doing business on sidewalks and roads is a reality of "sidewalk economy" in cities in general. However, the People's Committee of Vinh City needs to study a solution to both ensure the development of household economy and ensure urban order and civilization through signing agreements with business households to maintain environmental hygiene; arrange and park vehicles when entering their kiosks and shops; and select some routes as points. Vinh City also needs to show determination to solve "black spots" in the city such as the situation of tents selling snacks at night in front of Nguyen Thi Minh Khai Memorial House; this is not a street-front house, not a market, but people still do it, no agency is responsible.

However, in 2013 the situation returned to the same level, so the success of 2012 was like "throwing stones into a duckweed pond" as reflected by voters and people was completely correct; this is also the issue that voters are most concerned about, because through 16 voter contact points before the 7th session, voters all had opinions on this issue. The meeting chair also asked Mr. Le Quoc Hong to clarify the responsibilities and State management roles of the City People's Committee and specialized departments in order to have more practical solutions, if we just "blame" the wards, communes and people, it is completely incorrect. Obviously, in 2013, the direction of urban order work by the city's departments and branches was less concerned, so the direction was also less specific than in 2012. The city is like that, the ward and commune levels are also immature. The People's Council proposed that the City People's Committee have more active solutions, mobilize the entire political system and the people to participate; have a clear mechanism for handling responsibilities for the Party Committees and authorities of the wards and communes and the responsibilities of the heads of the Party Committees and local authorities.

In the question and answer session on urban order, Mr. Le Quoc Hong also admitted that there were oversized and overloaded vehicles running in violation of regulations; passenger cars and trucks running on prohibited routes; vehicles carrying construction materials dropping on the road causing environmental pollution and traffic insecurity that were not prevented; the settlement of encroachment on the area of ​​​​Huu Gate belonging to Vinh Citadel relic and the progress of resolving old collective housing areas was still slow. At the same time, he proposed a number of solutions to each problem, with a specific time to completely resolve encroachment in Vinh Citadel before the first session of the City People's Council in 2014. On the other hand, he pointed out some difficulties that need to be shared by the City People's Council, such as the settlement of 23 old collective housing areas that are currently at a standstill, because land for resettlement for 333 households is not a simple matter, because currently in the city there are many key projects that need resettlement but have not yet been organized. However, the City People's Committee will seriously absorb the opinions raised by the Standing Committee of the People's Council and People's Council delegates at the meeting to continue directing and organizing implementation in the coming time.

Mr. Nguyen Trung Chau – Vice Chairman of the City People’s Committee focused on explaining 4 contents: food hygiene and safety management in the city in the past time; private medical practice; socialization of education and implementation of the project to solve the situation of vagrants and beggars in the city. The City People’s Council delegates focused on questioning the Vice Chairman of the City People’s Committee and affirmed that food hygiene and safety is a sensitive field, related to the health and lives of the people.

However, the state management of this field in recent times has had many weaknesses. The situation of meat being sold is no longer in the markets but appears everywhere, on many sidewalks without quality control. Some delegates also shared some difficulties in the inspection and examination work of functional units due to the lack of forces and completely non-existent support means to determine food quality, leading to some areas not having enough capacity to do so. However, the City People's Council delegates also said that the management of food trading in markets, restaurants, and collective kitchens must be well managed by strengthening inspection and strict handling, avoiding inspection but handling lightly or not handling at all.

Regarding the socialization of education, the People's Council delegates stated that the policy is correct in order to have more resources to invest in facilities and purchase teaching and learning equipment. Recently, there has been a situation where some schools have implemented socialization without mobilizing but have stipulated a contribution level, including policy children and poor households, which has also contributed to the loss of trust among the people. It is recommended that the city focus on correcting this issue; the organization of mobilization must not be beyond the people's capacity and must thoroughly prioritize policy children and poor households in socialization. The City People's Council delegates also questioned and requested the Vice Chairman of the City People's Committee to answer about the situation of 20 private medical facilities in the area that are still operating without a license. Regarding the implementation of the project to solve the problem of homeless people and beggars, it is recommended that the City People's Committee continue to study the feasibility, contributing to building a civilized and modern city.

Also at the question and answer session, the City People's Council delegates also questioned the specialized agencies and departments of the City People's Committee on the management of market management boards in the area, which has been chaotic in recent times; the collection of environmental sanitation fees is inappropriate, causing frustration among the people; the evaluation and ranking of emulation by the specialized departments of the City People's Committee for wards and communes is still formalistic and leveling, not creating an emulation movement at each facility, affecting the general movement of the city; clarifying the reasons for the large number of petition groups in 2013; the complicated situation of criminal gangs, causing panic and anxiety among the people.

At the 7th session, the City People's Council passed 8 important resolutions related to the local socio-economic development tasks and the activities of the Standing Committee and Committees of the Vinh City People's Council. The session closed on the afternoon of December 24.
