Agriculture, rural areas and farmers are areas that the Party and State pay great attention to and there are many issues that need to be paid more attention to in these areas. The three groups of issues that the National Assembly deputies will question Minister of Agriculture and Rural Development Cao Duc Phat are measures to overcome and promote agricultural production associated with job creation; increase agricultural exports; support mechanisms and policies to accelerate progress and improve the effectiveness of the new rural development program and state management of plant varieties, fertilizers, pesticides and animal feed.
Many delegates said that the management of pesticides, fake fertilizers and poor quality plant varieties in recent times still has many shortcomings. Therefore, in the question-and-answer session with the Minister of Agriculture and Rural Development, these are the issues that will be raised.
Delegate Nguyen Van Rinh, Hai Duong delegation, said that farmers are the ones who make the products, but to have good agricultural products, it depends too much on other factors such as seeds and fertilizers. The delegate gave an example of why 15,000 hectares of BC15 rice in the northern provinces had empty grains. It is clear that it is necessary to clarify who is responsible and there must be appropriate compensation for farmers.
“Voters reported to the Ministry of Agriculture that high productivity is sensitive to weather, but with our country's current science, we cannot provide high-quality rice varieties, which will cause damage to farmers. Secondly, fake pesticides will cause damage to farmers and some livestock breeds are infected with diseases, causing damage to our country's livestock industry,” said Mr. Rinh.
The focus of the group of issues that the National Assembly delegates questioned Minister of Labor, Invalids and Social Affairs Pham Thi Hai Chuyen was on solutions to implement the National Target Program on Employment and Vocational Training for the 2011-2015 period. In addition, it is necessary to overcome shortcomings and limitations in vocational training associated with job creation for rural workers.
According to delegate Truong Van Vo - Dong Nai delegation, the Ministry of Labor, War Invalids and Social Affairs needs to have a vocational training plan with focus, key points, linked to the characteristics of each region. Delegate Truong Van Vo emphasized: “Regarding the content of vocational training effectiveness for rural workers, the Government has issued Decision 1956 for implementation, up to now 3 years, but I have observed that the effectiveness is not high. In my opinion, due to the lack of solutions in the implementation organization, lack of planning of training occupations, it is necessary to identify key points, must be linked to economic regions. Regarding that content, I raised the issue with the Minister to propose solutions in the future.”
According to Minister of Culture, Sports and Tourism Hoang Tuan Anh, there are still shortcomings in state management to create more positive changes in culture, create motivation for national development, overcome the existing problems of "degradation" of ethics and culture in society. The cultural sector must also point out measures to overcome the limitations in the work of preserving and embellishing historical and cultural relics associated with tourism; widespread festivals have caused waste in recent times.
National Assembly deputies said that in recent sessions, the quality of questioning and answering questions, and the implementation of promises by ministers have been improved due to the supervisory role of the National Assembly and voters. Delegate Tran Ngoc Vinh, Hai Phong delegation, said: When questioning, both National Assembly deputies and the questioned person must promote the spirit of speaking frankly and truthfully. The core of speaking frankly and truthfully is to find solutions for common development, thereby making voters more confident in the National Assembly.
“I think the Ministers’ answers need to be brief, direct, and objective, and how the ministries they manage are wrong, based on acceptance and a promise to fix this problem within a certain period of time. It is time for us to speak frankly, what belongs to the policy mechanism needs to be revised. What belongs to the existence of the management ministries, such as the ministry’s policies, the staff working... then the people will have confidence” - Delegate Tran Ngoc Vinh expressed.
The content that the National Assembly delegates were interested in for the Chief Prosecutor of the Supreme People's Procuracy Nguyen Hoa Binh was the current situation of the practice of the right to prosecute and control judicial activities in recent times; measures to strengthen and improve the effectiveness and efficiency of prosecution activities. In addition, the issue of crime prevention was also of interest to the delegates and voters.
Delegate Tran Tien Dung, Ha Tinh delegation said: “If we talk about the prosecution sector, there is a Resolution of the National Assembly on the fight against crime. If the Chief Justice answers, he must answer about the results of the judicial sector's activities in recent years as well as the implementation of the Resolution of the National Assembly on the fight against crime. Currently, of course there are results but the changes are slow, for example, the crime situation is complicated, some cases and types of crime groups are increasing, and recidivism is still not under control.”
Participating in the question-and-answer session, Deputy Prime Minister Nguyen Xuan Phuc will further explain a number of issues of concern to National Assembly deputies and voters.
