Regulations and policies regarding the forces responsible for managing and protecting national defense facilities and military zones.
The government has just issued Decree No. 213/2025/ND-CP dated July 30, 2025, which details some provisions of the Law on Management and Protection of National Defense Works and Military Zones.

The Decree clearly stipulates the regulations and policies for agencies, units, and individuals (forces) involved in the management and protection of national defense facilities and military zones. Specifically:
Allowance scheme for specialized forces performing the task of managing and protecting national defense facilities and military zones.
Those eligible for the allowance include:
a) Specialized forces responsible for managing and protecting national defense facilities and military zones; Special Group;
b) Forces tasked with protecting the Ministry of National Defense's Command Headquarters;
c) Specialized forces are responsible for managing and protecting Group I Type A defense facilities that are not sealed or covered.
These individuals are entitled to a job responsibility allowance of 0.2.
Specifically, those belonging to the forces specified in points a and c who are responsible for maintaining national defense facilities are entitled to a special military allowance of 10%.
Daily wage and meal allowance scheme for individuals mobilized to participate in the management and protection of national defense facilities and military zones.
The decree stipulates the cases in which participation in the management and protection of national defense facilities and military zones can be mobilized, including: mobilization to mitigate natural disasters and fires; and mobilization to handle security and order situations affecting the safety and secrecy of national defense facilities and military zones.
Daily allowances and meal allowances for individuals mobilized to participate in the protection of national defense facilities and military zones are as follows:
The food allowance is equal to the basic food allowance for non-commissioned officers and infantry soldiers currently serving in the Vietnam People's Army.
Commendation for agencies, organizations, and individuals with outstanding achievements in participating in the management and protection of national defense facilities and military zones.
- To rescue and repair structures in case of dangerous incidents that could affect life and health.
- Contribute resources to the protection, preservation, maintenance, and upgrading of national defense facilities and military zones.
- Detecting, reporting, and preventing acts of encroachment, sabotage, or disclosure of secrets related to national defense facilities and military zones.
Compensation for property damage to agencies, organizations, and individuals who cooperate with or are mobilized to participate in the management and protection of national defense facilities and military zones.
- Property that has been lost, destroyed, or damaged.
- The benefits associated with the use and exploitation of assets are lost or diminished.
- Other damages as prescribed by law.
Regulations and policies regarding personnel mobilized to participate in the management and protection of national defense facilities and military zones who become ill, suffer accidents, are injured, or die while performing their duties.
The decree stipulates that individuals participating in social insurance and health insurance who become ill, suffer accidents, injuries, or die while performing duties managing and protecting national defense facilities and military zones are entitled to benefits as prescribed by the law on social insurance and health insurance, and will be reimbursed for co-payments and medical expenses not covered by health insurance.
Individuals who are not covered by health insurance and who become ill, injured, or suffer accidents while performing duties managing or protecting national defense facilities and military zones will have all their medical examination and treatment costs reimbursed.
Individuals who are not covered by social insurance and suffer accidents resulting in a reduction of their working capacity, as determined by the Medical Examination Board, are eligible for benefits depending on the degree of reduction in working capacity; if they die, their dependents are entitled to survivor's benefits and funeral expenses.
Those who are injured or killed while performing their duties are entitled to benefits and policies similar to those for wounded soldiers, or may be considered for recognition as martyrs and enjoy other rights as prescribed by law.
The decree clearly stipulates that, during their participation in the management and protection of national defense facilities and military zones, those mobilized who do not participate in health insurance, when ill, injured, or injured, will have all medical examination and treatment costs covered and will receive a daily meal allowance during inpatient treatment until their health stabilizes and they are discharged from the hospital, similar to militia members.

- In cases of fatal accidents, family members are entitled to death benefits and funeral expenses similar to those granted to militia members.
The decree also clarifies that individuals mobilized to participate in the management and protection of national defense facilities and military zones are not entitled to medical examination and treatment expenses if they become ill, injured, or suffer accidents in any of the following cases: intentionally harming their own health; accidents due to reasons unrelated to the performance of their duties. In these cases, if an accident results in death, they are not entitled to any benefits.
Decree 213/2025/ND-CP takes effect from September 15, 2025 and replaces Decree No. 04/CP dated January 16, 1995 of the Government promulgating the Regulations on the protection of national defense works and military zones.
