New preferential regime for people with revolutionary contributions

On the morning of July 26, at the Presidential Palace, the Office of the President held a press conference to announce the Ordinance amending and supplementing a number of articles of the Ordinance on preferential treatment for people with revolutionary contributions, which was approved at the 9th session of the National Assembly Standing Committee.

Introducing some new points in the Ordinance, Deputy Minister of Labor, War Invalids and Social Affairs Bui Hong Linh said that the Ordinance is amended and supplemented in the direction of supplementing preferential regimes; supplementing conditions and standards for confirming meritorious people; supplementing regulations on responsibilities of ministries and branches in implementing the Ordinance.

The Deputy Minister introduced a number of new preferential regimes added to the Ordinance, including: Revolutionary or resistance activists who were captured, imprisoned or exiled by the enemy, previously received a one-time allowance, but now receive a monthly allowance.

According to data, nearly 90,000 people will enjoy this regime from the date the Ordinance comes into effect.

Regarding the nursing regime, the nursing regime will be supplemented once a year for biological fathers and biological mothers with only one child who is a martyr; biological fathers and biological mothers with two or more children who are martyrs; and the nursing regime will be supplemented on a rotational basis from once every 5 years to once every 2 years for the remaining subjects. Thus, the number of people receiving nursing will increase by about 400,000 people each year, the Deputy Minister said.

The monthly survivor allowance regime is regulated with 3 different levels of survivor allowance for relatives of 1 martyr, relatives of 2 martyrs and relatives of 3 or more martyrs. At the same time, if these relatives are homeless and in difficult circumstances, they will receive additional monthly survivor allowance.

The nursing allowance is applied at only one level, regardless of whether it is the relative of one or more martyrs. This regulation ensures the nature and meaning of preferential allowances and nursing allowances.

The amended and supplemented Ordinance has expanded the health insurance regime for relatives of meritorious people, including: children of martyrs who are not eligible for monthly pension benefits; biological fathers, biological mothers, spouses, children from 6 to 18 years old or from 18 years old and above if they are still studying or have severe disabilities, especially severe disabilities of revolutionary activists before January 1, 1945, revolutionary activists from January 1, 1945 to the August 1945 uprising.

The amended and supplemented Ordinance also expands the health insurance regime for relatives of heroes of the people's armed forces; heroes of labor during the resistance war; war invalids, people enjoying the same policies as war invalids, sick soldiers, resistance fighters infected with toxic chemicals with a labor capacity reduction of 61% or more; people serving Vietnamese Heroic Mothers, people serving resistance fighters infected with toxic chemicals with a labor capacity reduction of 81% or more.

Thus, in addition to the number of subjects for whom the State has purchased health insurance according to the old Ordinance, health insurance will be supplemented for nearly 1.1 million relatives of meritorious people.

The representative of the Ministry of Labor, War Invalids and Social Affairs emphasized that the State budget is always guaranteed to cover the implementation of policies and regimes for people with revolutionary contributions.
