Vinh City Tax Department: Innovation and comprehensive development

(Baonghean) - In the 2010 - 2015 term, the Vinh City Tax Department Party Committee has successfully completed the task of collecting the state budget, exceeding the People's Council's estimate by 17%. Of which, 10/12 revenue items and taxes were completed and exceeded the assigned estimate; in particular, regular revenue (excluding land use fee revenue) increased by 20%. Specifically, the total revenue from 2011 - 2014 and estimated to be realized in 2015 reached 6,602.5 billion VND, equal to 117% of the City People's Council's estimate. The average annual revenue growth rate reached 15.2%; the average annual regular revenue growth (excluding land use fee revenue) was 17.4%; the balanced revenue growth was 16.8%; the regular revenue at the end of the term compared to the beginning of the term increased by 2 times.

This result was achieved thanks to the Party Committee of the Tax Department closely following the political tasks of the city, the Resolution of the Party Committee for the 2010-2015 term, promptly advising the City Party Committee, People's Council, and People's Committee on directing the management of budget collection, implementing the work of preventing tax losses, collecting and handling tax arrears in 25 wards and communes...

The Tax Department has also implemented the "coordination regulations" with the State Treasury and the Vietnam Joint Stock Commercial Bank for Industry and Trade - Nghe An Branch to open many convenient tax collection points for taxpayers; coordinate with Vinh City Police in combating tax violations. At the same time, focus on disseminating tax policies and laws; provide advice and assistance to taxpayers at tax offices, by phone or in writing...

The Department has also innovated its working methods, effectively implemented the reduction of tax administrative procedures and minimized the time to resolve issues related to taxpayers under the direction of the Ministry of Finance, the General Department of Taxation and the Nghe An Tax Department; gradually modernized the Tax sector according to the roadmap and strategy for reforming the tax system...

In addition, the Vinh City Tax Department Party Committee has directed the professional to successfully build and effectively maintain the quality management system according to ISO 9001:2008 standards in the activities of "Performing state management functions and resolving tax administrative procedures in Vinh City"; upgrading software serving tax management work to be computerized with 38 applications in the entire department; performing electronic tax declaration and payment.

In the work of Party building, in addition to seriously implementing the Central Resolution 4 (term XI) "Some urgent issues on Party building at present", the Party Committee of Vinh City Tax Department always focuses on promoting the implementation of Directive 03-CT/TW of the Politburo on continuing to promote studying and following the moral example of Ho Chi Minh to all Party cells, tax teams, and Party members.

During the past term, 1 Party cell and 2 typical individuals in the movement of studying and following the moral example of Ho Chi Minh of the Vinh City Party Committee were recognized, commended and rewarded by the Vinh City Party Committee. In addition, the Party Committee directed the professional sector to carry out social work well, supporting contributions to the Funds for the Poor, Gratitude Fund, supporting the islands, supporting the 2 poor communes of Nhon Mai and Mai Son (Tuong Duong district)... with the amount of 617 million VND.

In order to perfect the organization in a streamlined manner, in the past term, the Party Committee of the City Tax Department has focused on good leadership in the arrangement, reducing the number of focal points from 28 tax teams to 17 tax teams; merging party cells, from 16 party cells, now there are 9 subordinate party cells; 6 branch leaders were appointed, transferred to work positions; 6 new team leaders and deputy team leaders were appointed, 5 team leaders and deputy team leaders were reappointed. The Party Committee has paid attention to the work of developing the Party, exceeding the set target with 22 new party members admitted...

From the achieved results, the lessons learned by the Vinh City Tax Department Party Committee are: Taking care of Party building work, improving the leadership capacity and fighting strength of Party organizations and unions. Implementing well the principle of democratic centralism, self-criticism and criticism, maintaining discipline, solidarity and unity within the Party as the foundation for unanimity and consensus in agencies and units. Innovating and improving the effectiveness of leadership, direction and administration. Closely following reality, issuing resolutions and conclusions to direct the implementation of tasks in each period, selecting key, important and complicated tasks, key and breakthrough stages to focus on leadership and direction.

Strengthening inspection, supervision and urging work in conjunction with promoting the responsibility of cadres and party members, especially leaders, in the spirit of Resolution 4 of the Central Committee (11th tenure) "Some urgent issues on Party building today". Innovating thinking in thinking and working methods; taking care of building and improving the quality of cadres and civil servants to meet the requirements of assigned tasks.
