Directing 6 communes to hand over rural low-voltage grid to Nghe An Electricity in the third quarter
(Baonghean.vn) -On the morning of August 5, the Provincial People's Committee held a meeting to resolve problems related to the handover of the rural low-voltage power grid in the province. Comrade Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee chaired the meeting. Attending the meeting were representatives of the Department of Industry and Trade, Department of Finance, Nghe An Electricity Company, Vinh City People's Committee and Dien Chau and Quynh Luu districts.

According to the report of the Department of Industry and Trade, by July 31, 2015, 416 communes had handed over the rural low-voltage grid to Nghe An Electricity Company for direct management and sale of electricity with a total value of over 170 billion VND contributed by individuals and organizations. Up to now, there are still 6 communes that have not handed over, including 4 communes in Dien Chau (Dien Hong, Dien Ky, Dien Nguyen, Dien Lien), Quynh Luu still has Quynh Ba commune, Vinh City still has Nghi Lien commune, and Dai Hue Cooperative, Hung Dao commune. In addition, there are 2 private enterprises, Binh Minh Company Limited, Quynh Thien ward and Quy Vinh Cooperative, Quynh Vinh commune (Hoang Mai town) that have not agreed to hand over.

Regarding the return of investment capital, for rural low-voltage grid assets delivered before February 3, 2010, all owners agreed to hand over all documents during this period according to the principle of capital increase and decrease, so they are not subject to return. For rural low-voltage grid assets delivered after February 3, 2010, by the end of 2013, there were 43 owners with documents to receive according to the return principle according to Circular 06/2010/TTLT-BCT-BTC dated February 3, 2010 of the Ministry of Industry and Trade and the Ministry of Finance with a value of 16.7 billion VND. The electricity company has sent a document requesting the communes to speed up the progress of preparing the return documents, but so far only received the return documents from 8 communes. As for the rural low voltage grid assets delivered after December 4, 2013 (102 communes have just implemented), the rural low voltage grid assets outside the REII project do not have original documents, so the delivering and receiving parties will determine the remaining according to the actual value valuation method. The delivering and receiving parties are continuing to complete the documents for the Rural Low Voltage Grid Asset Valuation Council to appraise and submit to the Provincial People's Committee for approval...

Speaking at the conclusion of the meeting, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien emphasized: Handing over the rural low-voltage grid is a major policy of the Party and the State, the results achieved demonstrate the efforts of all levels of branches, local authorities, and the electricity sector. Currently, the whole province has only 6 communes that have not been handed over, the main reason is the way of direction, therefore, it is recommended that the People's Committees of districts, cities, and towns strengthen the direction of rural electricity management organizations to continue implementing the handover and return plan, promptly remove difficulties in determining the capital structure for the rural low-voltage grid asset valuation council to appraise and submit to the Provincial People's Committee for approval as soon as possible.
Nghe An Electricity Company focuses its resources to complete the dossier and receive all remaining communes in the third quarter of 2015, develop a capital plan to repay the units that handed over in 2015 and repay the debt to the Provincial People's Committee for the portion of the REII project capital it received. The Department of Finance advises the Provincial People's Committee to appoint a valuation organization, presides over and coordinates with the Department of Industry and Trade to examine and report to the Provincial People's Committee for approval in case the transferor and recipient cannot agree on the remaining quality ratio of the transferred assets.
