1. Review and integrate poverty reduction policies

The Prime Minister has just issued a Plan to review and integrate poverty reduction policies for the 2017-2018 period.

Specifically, policies will be reviewed in the following areas: Education - training, production development support, labor - employment support, support for ethnic minorities, personnel policies, electricity bill support, information and communication support, and poverty reduction policies in general.

Propose to integrate, amend, supplement or abolish policies in the direction of: Clearly defining the leading role and participating parties, having a specific coordination mechanism right from the planning stage, allocating resources and directing and guiding the implementation of integrated and resource-integrated policies; reducing free support policies, increasing conditional support policies linked to beneficiaries, locations and duration of benefits to increase opportunities to access policies and encourage the active and proactive participation of the poor; increasing investment resources and balancing the State's medium-term resources for poverty reduction policies and programs...

2. Amending and supplementing a number of articles implementing the Law on handling administrative violations

The Government has just issued Decree No. 97/2017/ND-CP amending and supplementing a number of articles of Decree No. 81/2013/ND-CP dated July 19, 2013 of the Government detailing a number of articles and measures to implement the Law on handling administrative violations.

Specifically, Decree 97/2017/ND-CP has added regulations on criteria for determining administrative violators as organizations. According to the new regulations, organizations are subject to administrative sanctions when they meet all of the following conditions:

1- Is a legal entity under the provisions of civil law or other organizations established under the provisions of law;

2- Administrative violations committed by representatives, persons assigned to act on behalf of organizations, or persons performing acts under the direction, management, assignment, or approval of organizations and according to the provisions of law must be subject to administrative sanctions.

Organizations subject to administrative sanctions must be specifically regulated in decrees regulating administrative sanctions in the fields of state management.

3. The whole country joins hands for the poor - Leaving no one behind

The Prime Minister has just issued a Plan to organize the implementation of the emulation movement "The whole country joins hands for the poor - Leaving no one behind" for the period 2016 - 2020.

The purpose is to promote the spirit of solidarity and strength of the entire political system, the whole society and the community in propagating, raising awareness, proactive and creative spirit of each individual and collective, creating a vibrant competitive atmosphere in the whole society, contributing to the successful implementation of the Party and State's poverty reduction policies and programs.

Organize a practical and effective emulation movement, striving to reduce the national poverty rate by an average of 1-1.5%/year by 2020 (poor districts and communes will reduce by 4%/year; ethnic minority poor households will reduce by 3-4%/year) according to the national poverty standard for the period 2016-2020; improve livelihoods and enhance the quality of life of the poor, ensuring that the average income per capita of poor households nationwide by the end of 2020 increases by 1.5 times compared to the end of 2015 (poor households in poor districts, poor communes, especially difficult villages and hamlets, and ethnic minority poor households will double).

The Prime Minister requested that depending on each target group, ministries, departments, branches and localities propose emulation content suitable to reality and requirements of poverty reduction tasks.

4. Prime Minister requests report on VN Pharma case of importing fake cancer drugs

In court, the former General Director of VN Pharma argued that the company did not import fake drugs, just drugs... of unknown origin.

The Government Office has just issued a document conveying the Prime Minister's direction on the import of fake cancer treatment drugs by VN Pharma Vietnam Company.

Specifically, the Prime Minister requested the Ministry of Health to have a written report on the Ministry's state management responsibilities, and submit it to the Prime Minister before August 31, 2017.

Previously, the Supreme People's Procuracy made accusations about the "crimes" of individuals involved in the case. According to the prosecution, in 2013, VN Pharma purchased modern medicine from Helix Canada Company to sell and bid to supply to hospitals in Vietnam, including H-Capita 500 mg Caplet.

In April 2014, VN Pharma opened a customs declaration to import more than 9,000 boxes of H-Capita 500 mg medicine into Vietnam. The investigation showed that the medicine quality certificates were all fake.

5. Perfecting the legal framework to manage cryptocurrencies and virtual currencies

The project will review and evaluate the current status of the legal framework on virtual assets, cryptocurrencies, and virtual currencies in Vietnam to have a direction for management and handling.

The Prime Minister assigned the Ministry of Justice to preside over reviewing and assessing the current status of laws on virtual assets and virtual currencies in Vietnam and to research and survey relevant international experiences, including surveying and gathering practical difficulties and shortcomings in issues related to virtual assets and virtual currencies; researching and surveying international experiences in a number of countries (the United States, the EU, Japan, etc.) on laws and practices related to virtual assets and virtual currencies.

The Prime Minister assigned the State Bank of Vietnam to complete the review, research, propose amendments, supplements, and promulgate new legal documents on cryptocurrencies to submit to the Prime Minister in August 2018.

The Ministry of Finance shall preside over the research, propose amendments, supplements, and promulgation of new legal documents on taxes on virtual assets and virtual currencies. This task must be completed by June 2019.

The Prime Minister also assigned the Ministry of Public Security to preside over research and propose measures to prevent, combat and handle criminal violations related to virtual assets and virtual currencies. Report to the Prime Minister proposing measures to prevent, combat and handle criminal violations of fraud, money laundering, terrorist financing and other crimes related to virtual assets and virtual currencies in September 2019.

6. Improving equity in reproductive health care

The Prime Minister has just approved the investment policy of the Project "Supporting the Ministry of Health to improve equity in reproductive health care, sexual health and family planning and strengthen health responses to emerging issues through the development and monitoring of evidence-based and human rights-based laws and policies" funded by the United Nations Population Fund (UNFPA).

The above project will be implemented from 2017 - 2021 in Hanoi with non-refundable ODA capital of 5,528,648 USD.

The Project aims to support the Ministry of Health to increase universal access and improve the quality of reproductive health, sexual health and family planning services; strengthen health responses to emerging issues through the development and monitoring of evidence-based and human rights-protecting laws and policies.

Specifically, the Project will support the Ministry of Health in drafting, developing and monitoring the implementation of the Resolution of the Party Central Committee on Population, the Population Law and other laws related to health based on evidence and ensuring human rights.

7. Adjusting the charter capital of Vietnam Railway Corporation

The Prime Minister approved the adjustment of the charter capital of Vietnam Railway Corporation for the 2017-2019 period from VND 2,268 billion to VND 3,250 billion.

Sources for additional charter capital increase are: Difference between owner's equity and charter capital as of December 31, 2016 is 452.4 billion VND; Development investment fund as of December 31, 2016 is 89.7 billion VND and deducted from after-tax profit from 2017 onwards (about 193 billion VND); Enterprise arrangement support fund at the parent company - Corporation as of December 31, 2016 is 71.9 billion VND; increase in capital and assets of EP package under the Hanoi - Ho Chi Minh City railway bridge safety improvement project according to Decision No. 1693/QD-BGTVT dated June 14, 2017 of the Ministry of Transport is 155.58 billion VND; difference in price of specialized rails is 19.26 billion VND.

The Prime Minister assigned the Ministry of Transport to preside over and coordinate with the Ministry of Finance and relevant agencies to guide and supervise Vietnam Railways Corporation in managing, using and preserving the approved charter capital above in accordance with current laws.

8. Simplify administrative procedures related to population management of the Ministry of Transport

The Government has just approved the Plan to simplify administrative procedures and citizen papers related to population management under the state management functions of the Ministry of Transport (Simplification Plan).

Accordingly, the content of the simplification plan relates to 6 areas: Road (15 procedures); vehicle inspection (6 procedures); aviation (23 procedures); railway (2 procedures); maritime (23 procedures); inland waterway (6 procedures) and administrative violation handling procedures.

The Government assigns the Ministry of Transport, based on the content of the Simplification Plan approved by the Government, within the scope of its authority, to preside over and coordinate with relevant ministries, branches and agencies to be responsible for amending, supplementing, replacing or cancelling, abolishing administrative procedures and citizen papers prescribed in legal documents to promulgate according to its authority or submit to competent authorities for promulgation in accordance with the time of completion and operation of the National Population Database.

The Government Office monitors, inspects the implementation and summarizes the difficulties of the Ministry of Transport and relevant ministries and branches to promptly report to the Prime Minister for resolution in the process of implementing the Plan to simplify administrative procedures and citizen papers approved by the Government in this Resolution.

9. Simplifying administrative procedures in the field of Natural Resources and Environment

Specifically, the Procedure Group: Issuance, exchange, re-issuance of Land Valuation Certificates in Appendix No. 1,2,3,4 attached to Circular No. 61/2015/TT-BTNMT dated December 15, 2015 abolishes the items: Date of birth; hometown; nationality; at the same time, replaces the phrase "ID card number/CCCD" and "ID card number (or citizen identification card or passport)" with the phrase "personal identification number".

Procedure groups: First registration of land use rights; First registration and issuance of Certificate of land use rights, house ownership rights and other assets attached to land; Issuance of Certificate of land use rights, house ownership rights and other assets attached to land to people who have registered land use rights for the first time; First registration and issuance of Certificate of land use rights, house ownership rights and other assets attached to land for assets attached to land whose owners are not at the same time land users; First land registration in cases where the State allocates land for management... in form No. 4a/DK issued with Circular No. 24/2014/TT-BTNMT dated May 19, 2014 and in form No. 4b/DK Circular No. 24/2014/TT-BTNMT replaces the phrases "ID card number" and "ID card number" with the phrase "personal identification number".

Some application forms and declaration forms related to other groups of procedures with the phrases "ID card number" and "citizen identification card number" are also replaced by the phrase "personal identification number".

10. Implementing the Law on Foreign Trade Management

Many contents are focused on reviewing and building in the Law on Foreign Trade Management.

In order to implement the Law on Foreign Trade Management in a timely, unified and effective manner, the Prime Minister promulgates the Plan for implementing this Law.

Accordingly, in 2017 and the following years, the Ministry of Industry and Trade shall preside over and coordinate with ministries, ministerial-level agencies, government agencies and relevant agencies to organize the implementation of the law; disseminate and popularize the contents of the Law through columns, programs, training courses, compilation of documents and other forms as prescribed by the Law on dissemination and education of law.

People's Committees of provinces and centrally-run cities shall organize the dissemination and popularization of the Law's contents in forms suitable to the conditions and actual situation of the locality and each subject and area (through integrating topics in conferences, training courses, and updating new legal knowledge according to the plan for dissemination and legal education).
