Directing urgent solutions to prevent and control blue ear disease in pigs in Nghe An

From October 21, 2016 to now, blue ear disease has occurred in Hung Thanh and Van Thanh communes, Yen Thanh district. The number of infected livestock that have been destroyed is 93 pigs.
The cause of the epidemic is that households buy piglets from other provinces in the region to raise without quarantine procedures, do not declare to local authorities as well as district veterinary agencies for guidance on monitoring; the vaccination rate for swine fever, paratyphoid, and septicemia is very low, most pigs have not been vaccinated against blue ear disease... so there is no active immunity for the pig herd. Oh, the blue ear disease occurred at a pig farm in Hung Thanh commune, Yen Thanh district, most likely due to piglets imported from Thach Ha district, Ha Tinh province, a locality where the epidemic has occurred for less than 21 days. In Van Thanh commune, the farm is not in the planning, the barns do not ensure veterinary hygiene conditions, the breeding environment is heavily polluted, the pig farms with blue ear disease are located next to the commune's drainage canal, causing the disease to spread greatly into the environment. On the other hand, the prevalence of blue ear virus in healthy pigs carrying the virus is quite high, combined with unfavorable weather conditions that reduce the resistance of livestock, the risk of blue ear disease occurring and spreading widely in the near future is very high.
To proactively prevent, control and quickly extinguish outbreaks of blue ear disease when they first arise, and limit the damage caused by blue ear disease. The Chairman of the Provincial People's Committee requests the Chairmen of the People's Committees of districts, cities and towns; Directors of relevant departments, branches and sectors to focus on urgently implementing the following contents:
1. People's Committees of districts, cities and towns
- For Yen Thanh District People's Committee, there is a blue ear disease in pigs, focus all resources to extinguish the blue ear disease as soon as possible.
- Assign responsibility to the Chairman of the People's Committee of the districts bordering Yen Thanh district, including Nghi Loc, Dien Chau, Do Luong, Tan Ky, Quynh Luu to establish 1-2 temporary quarantine checkpoints including veterinary forces, traffic police... participating in checkpoints on some main traffic routes bordering Yen Thanh district where blue ear disease is occurring to strictly control the transportation of pigs and pig products from the epidemic area into the district. Strictly handle violations.
- For districts without epidemic:
+ Establish interdisciplinary working groups to strengthen inspection and supervision of livestock and poultry disease prevention during the rainy and stormy season in communes and high-risk areas.
+ Assign the Chairman of the People's Committee of communes, wards and towns to direct the secretaries, hamlet chiefs, villages, hamlets and grassroots veterinary officers to strengthen clinical surveillance, detect and report epidemics in accordance with regulations. Strictly implement the epidemic reporting regime from the People's Committee of communes to the district (livestock and veterinary stations) and the Department of Agriculture and Rural Development (through the Department of Livestock and Veterinary Medicine) to have timely measures to handle outbreaks when they first arise.
- Strengthen information and propaganda work on district radio and television stations, and loudspeaker systems of communes, wards and towns about the dangers of blue ear disease so that people and livestock farmers understand and voluntarily implement it.
- Direct the Animal Husbandry and Veterinary Station, the Department of Agriculture and Rural Development (Economics) at the district level to coordinate with the police force, market management of the district... to strengthen inspection, control, arrest and strictly handle organizations and individuals transporting pigs and pig products of unknown origin, not ensuring veterinary hygiene, and violating food hygiene and safety.
- Proactively allocate budget for the prevention and control of blue ear disease in 2016 and develop a plan with specific funding items to proactively prevent and control livestock, poultry and aquatic diseases in 2017 in the district according to the provisions of the Veterinary Law.
- Directing the People's Committee at the commune level:
+ Organize well the vaccination work for livestock in the 2016 autumn crop with a high rate, review the number of animals that have not been vaccinated for additional vaccination, especially focus on vaccination against swine fever and swine fever...
+ Strictly control the transportation, trading and slaughtering of pigs in the area to ensure food safety and disease safety; propagate, mobilize and apply sanctions requiring pig slaughterers to slaughter pigs at slaughterhouses or slaughter points that meet veterinary hygiene conditions.
+ Establish a rapid response team to regularly inspect markets, facilities and slaughterhouses; strictly handle violations in pig trading and slaughtering, especially cases of transporting, trading, and slaughtering sick pigs and pig products contaminated with pathogens that spread disease.
+ Thoroughly disseminate current regulations on animal husbandry and veterinary medicine to farm owners, livestock farms... so that they voluntarily comply and strictly implement them.
2. Department of Agriculture and Rural Development
- Take the lead in coordinating with the People's Committees of districts, cities and towns to strengthen the direction of blue ear disease prevention in the province.
- When the blue ear disease occurs and is at risk of spreading to many localities, the Provincial People's Committee will advise the establishment of temporary quarantine checkpoints and interdisciplinary working groups to organize inspection, control, and prevent the transportation of pigs and pig products in and out of the epidemic area.
- Direct the Department of Animal Husbandry and Veterinary Medicine to coordinate with the People's Committees at the district level to strengthen the inspection and monitoring of epidemics, prepare human resources, vaccines, chemicals, and materials to proactively prevent epidemics; strictly implement the control of slaughter, veterinary hygiene and food safety inspection; strictly manage livestock breed suppliers in the area, and strictly implement the quarantine process of livestock breeds according to regulations.
3.Department of Information and Communications, Provincial Radio and Television Station, Nghe An Newspaper; District Radio and Television Station:Coordinate with the Department of Agriculture and Rural Development to increase information and propaganda on mass media about the dangers of blue ear disease; the transportation and consumption of animal products of unknown origin, not ensuring food safety... so that people know and voluntarily cooperate in implementation.
4. Department of Finance:Coordinate with the Department of Agriculture and Rural Development to proactively advise on the allocation of funding for disease prevention, especially funding for purchasing vaccines and preventive chemicals to help the Livestock and Veterinary sectors respond effectively to disease prevention and control, and limit damage caused by disease. Provide timely funding support to livestock owners whose pigs are destroyed.
5. Provincial Police:Direct the traffic police force, the provincial environmental police..., the district to coordinate with sectors and localities to send forces to strengthen coordination with the veterinary sector to inspect, control, arrest and strictly handle organizations and individuals transporting pigs and pig products of unknown origin, without quarantine; pigs from epidemic areas to and from the management area.
6. Steering committees for epidemic prevention and control at all levels:Strengthen inspection and supervision of localities and deploy comprehensive epidemic prevention measures.
The Chairman of the Provincial People's Committee requested the Chairmen of the People's Committees of districts, cities and towns; Directors of departments, heads of provincial-level departments and branches to urgently and effectively implement epidemic prevention measures. During the implementation process, if there are any problems or difficulties, the units should report to the Department of Agriculture and Rural Development for synthesis and submission to the Provincial People's Committee for timely resolution.
