(Baonghean.vn) - The People's Committee of Nghe An province has just issued urgent dispatch No. 33/CĐ-UBND dated October 23 on focusing on directing the work of preventing and controlling livestock and poultry diseases in the current period.

The official dispatch stated: Within the areaNghe AnIn the first nine months of the year, there were 64 outbreaks of African swine fever, 3 outbreaks of avian influenza, and 10 outbreaks of rabies. Notably, recently, there is a risk of African swine fever spreading widely in Yen Thanh, Dien Chau, and Quy Hop districts.

Looking ahead, especially in the last months of 2023 and the beginning of 2024, there is a high risk of outbreaks and spread of diseases and pests, due to complacency and negligence in disease prevention and control in some localities; and the vaccination rate for livestock in the spring season in some areas remains low...

In accordance with Official Letter No. 7261/BNN-TY dated October 9, 2023, from the Ministry of Agriculture and Rural Development on strengthening disease prevention and control for livestock, the Provincial People's Committee requests the People's Committees of districts, towns, and cities; and the Directors of relevant provincial departments and agencies to decisively and comprehensively implement measures to prevent and control animal diseases, with a focus on the following contents:

Strictly implement the directives of the Provincial People's Committee: Decision No. 812/QD-UBND dated March 19, 2019, of the Provincial People's Committee on the issuance of the emergency response plan for African swine fever in Nghe An province; Decision No. 3385/QD-UBND dated October 1, 2020, on the approval of the plan for the prevention and control of African swine fever for the period 2020-2025.

Organize vaccination campaigns for livestock and poultry in the autumn of 2023, ensuring that the vaccination rate reaches over 80% of the total herd.

Proactively monitor livestock diseases to detect, warn, and decisively handle outbreaks when they occur; promptly and fully report disease situations from the grassroots level to the commune, district, and provincial levels in accordance with regulations. Strictly punish cases of concealing outbreaks or failing to report them, leading to widespread disease transmission and affecting individuals and the community.

Implement sanitation, disinfection, and sterilization of the livestock environment in the area; focusing on areas with outbreaks, areas at high risk of disease outbreaks, and areas affected by flooding.

Allocate funds for the implementation of approved animal disease prevention and control plans at the local level for 2024 and subsequent years.

Establish inspection teams to monitor, supervise, and guide measures to prevent and combat hunger, cold, disease, vaccination, and biosafety in livestock farming. Strengthen inspection and control of the transportation and slaughter of animals and animal products; organize the prevention and strict handling of cases violating regulations...

The Department of Agriculture and Rural Development has established a working group to visit high-risk localities to inspect and supervise disease prevention and control efforts, as well as measures to combat hunger and cold in the coming period.

Ensure sufficient vaccines, chemicals, and supplies are prepared to proactively prevent and control disease outbreaks, handle newly emerging outbreaks within limited areas, and achieve a high vaccination rate in the 2023 autumn vaccination campaign.

Strengthen quarantine and control measures for the transportation of animals and animal products; coordinate with the police, market management authorities, and local governments to strictly handle cases of illegal transportation of animals and animal products.

Agencies such as the Provincial Police, the Department of Industry and Trade, and the Market Management Department will strengthen control and strictly handle organizations and individuals trading and transporting animals and animal products of unknown origin, smuggled goods, those without quarantine certificates, those not ensuring veterinary hygiene and food safety, and cases of evading quarantine...

The provincial Radio and Television Station and Nghe An Newspaper, in coordination with the Department of Agriculture and Rural Development, regularly update information on disease outbreaks and prevention measures, as well as weather and climate developments, so that livestock farmers are aware and do not become complacent or passive in preventing and controlling diseases, hunger, and cold for their livestock.
