The report on the implementation of socio-economic development tasks in October shows that: The province's socio-economic situation continues to face difficulties due to economic recession, sharp increase in consumer price index, impact of previous rainy and flood weather... However, with the drastic direction and management of the Provincial People's Committee, sectors and localities, especially focusing on directing winter crop production, preventing diseases for crops and livestock, preventing storms and floods; focusing on accelerating compensation for site clearance, disbursement of project works... the socio-economic situation still maintains a stable growth rate.

In the agricultural production sector: the winter crop planting area reached 30,500 hectares, the concentrated forest planting area in 10 months reached 13,762 hectares, up 3.36% over the same period, the aquaculture area reached 21,243 hectares, up 1.42%. The industrial production sector also saw growth. The industrial production index (IIP) in October increased by 7.43% over the same period, the average 10-month IIP increased by 8.66% over the same period. The commercial sector: the total retail sales of goods and consumer service revenue in October is estimated at over 3,528 billion VND, up 12.7% over the same period. Investment attraction: In 10 months, 51 new investment certificates were granted, including 48 domestic investment projects with a total registered capital of VND 6,934.8 billion, 3 FDI projects with a registered capital of USD 33.5 million, and investment certificates were adjusted for 14 projects. There have been many advances in socio-cultural aspects, with attention paid to poverty reduction, job creation, and social security; administrative reform and implementation of grassroots democracy regulations have received attention and have made significant progress... However, in the field of economic production, there are still shortcomings such as: the winter crop area is still lower than planned, budget revenue is low, illegal exploitation of forests and minerals is still occurring...

In conclusion, comrade Ho Duc Phoc acknowledged some of the results achieved such as: site clearance for some projects, meetings with businessmen, preparations for the 44th Anniversary of Truong Bon Victory, propaganda for the organization of the National Television Festival in Nghe An... Some indicators were low such as average income per capita compared to the whole country, low investment attraction, high tax arrears, economic recession has directly affected business operations, progress in building new rural areas is still slow... some other problems such as low settlement of complaints, low responsibility of leaders of sectors in this content, winter crop production is not drastic so the results are still low, economic downturn, difficult real estate market, increasing bad debt of banks, environmental pollution, epidemics still occur...

The tasks from now until the end of the year, the Chairman of the Provincial People's Committee requested: focus on completing the Hoang Mai - Thai Hoa route, opening the 72m Avenue from National Highway 1A to Xo Viet Nghe Tinh Avenue, implementing the Vinh urban upgrading package, adjusting the investment capital for construction and development; speeding up the progress of new rural traffic construction; reviewing unachieved targets; directing industrial service production, winter crop production; focusing on some major events; focusing on irrigation, building budget estimates to prepare for the People's Council meeting; resolving complaints and denunciations, urging and removing difficulties for real estate projects...
