Directing the implementation of resettlement support for Ban Ve Hydropower Plant
Recently, comrade Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee chairedWorking session with relevant sectors and levels on compensation, site clearance, and resettlement of Ban Ve Hydropower project.
The Vice Chairman of the Provincial People's Committee requested the Management Board of Hydropower Project II to coordinate with the People's Committee of Tuong Duong district to implement and complete the land compensation for households. Support the construction price increase for households who relocate themselves and progress bonuses, required to complete before April 30, 2011. The Management Board coordinates with the People's Committee of Thanh Chuong district to urgently complete the work of dividing production land and residential land for households to the resettlement area, required to complete before April 30, 2011.
Issue land use right certificates to resettled people and find solutions to improve the domestic water supply system in resettlement areas.
Work with Project Board 47 (Ministry of National Defense) to completely resolve the situation of border patrol roads affecting people's domestic water sources, requiring completion before March 10, 2011.
Review and supplement the planning of cemetery locations for people in resettlement areas. Supplement funding for the construction of a kindergarten for people in Canh Sot village in resettlement area 2A, a medical station and a market for people in Ngoc Lam and Thanh Son communes, and support funding for the implementation of a tea planting project in Thanh Chuong resettlement area.
For the People's Committee of Tuong Duong district: Strengthen the steering committee for compensation and resettlement of Ban Ve Hydropower project to meet the requirements of the tasks in the coming time; coordinate with the Management Board of Hydropower Project II to implement land compensation and propaganda to mobilize the relocation of 166 households still living in the reservoir area before moving to the resettlement area before April 30, 2011.
For Thanh Chuong District People's Committee: Strengthen the compensation and reception council to meet the tasks in the coming time, required from March 2011; coordinate with the Management Board of Hydropower Project II to resolve issues of land disputes and encroachment, strengthen measures to handle land violations in resettlement areas.
Check domestic water systems, propose water supply plans (digging wells or drilling wells) to ensure water supply for resettled people, direct Thanh Son and Ngoc Lam communes to organize the management and operation of water systems in the resettlement area; quickly complete the project of bringing tea trees into the resettlement area and submit it to competent authorities for approval according to the decision before April 30, 2011; speed up the progress of Ngoc Lam and Thanh Son commune headquarters, works such as kindergartens for Canh Sot village, medical stations and markets in Thanh Son and Ngoc Lam communes to complete in 2011; strengthen the direction of the government system of Thanh Son and Ngoc Lam communes to grasp the situation in all aspects in the resettlement area, promptly propose competent authorities to resolve difficulties and problems so that resettled people can quickly stabilize their lives.
The Department of Natural Resources and Environment supports the People's Committees of Tuong Duong and Thanh Chuong districts and the Management Board of Hydropower Project II to resolve issues related to compensation and site clearance. The Department of Agriculture and Rural Development presides over and guides the People's Committee of Thanh Chuong district to develop a project to bring tea trees into the resettlement area, submit for appraisal and approval according to regulations.
The Departments of Construction and Finance coordinate with the Management Board of Hydropower Project II and the People's Committees of Tuong Duong and Thanh Chuong districts to promptly handle related issues under their authority. Request the People's Committees of Tuong Duong and Thanh Chuong districts and the Management Board of Hydropower Project II to hold monthly meetings to inspect and evaluate the implementation progress, and at the same time send the results to the Provincial People's Committee.
Van Truong
