Directing the good implementation of local defense and military tasks

(Baonghean) -This morning, July 6, in Vinh City, the National Defense and Security Education Council (NDE) of Nghe An province held a meeting to evaluate the leadership and direction of the implementation of the DED tasks in the first 6 months of the year, the direction for the last 6 months of the year, and to listen to a report on the results of training military commanders of communes, wards, and towns in the period 2004-2010.

Colonel Thai Huu Hong, Deputy Commander - Head of the Provincial Military Command, on behalf of the Standing Committee of the National Defense Education Council, assessed that since the beginning of the year, under the direct direction of the National Defense Education Council of Military Region 4, and of leaders and authorities at all levels, the National Defense Education Council of Nghe An province has done a good job in directing the work of National Defense Education and Security.

Along with the consolidation of the council, the military and police agencies advise relevant sectors to deploy and carry out the task of national defense education and security; from there, the work of national defense education and security for all people, propaganda to raise awareness, foster knowledge of national defense and security for cadres at all levels, students and inspection work has become routine. The mass media in the province propagated more than 700 topics, news, articles, reports in print, television, radio and electronic newspapers about national defense and security work, in which attention was paid to protecting sovereignty over seas and islands. Nearly 354,000 people were propagandized and committed not to violate social evils. Nearly 168,000 students were trained in national defense and security knowledge. More than 70% of group 2 were trained in national defense and security knowledge according to plan. Recruitment, first training, management of reserve troops, training of regular force and militia cadres to ensure targets and quality.

Implementing Decision 85/2002 of the Prime Minister, Directive 34/CT-BQP on training military commanders of communes, wards and towns, in the past 7 years, Nghe An has effectively implemented planning, selection and training of cadres. In the past 7 years, Nghe An province has trained 6 courses for more than 480 cadres of 479 communes, achieving more than 100% of the target, with nearly 90% good and excellent. After training, 470/481 cadres were assigned, of which 16 comrades developed to become commune leaders as secretaries, chairmen, vice chairmen of People's Committees, People's Councils of communes, wards and towns.

However, in the past 6 months, some Party committees, authorities, and heads of agencies and units have not paid due attention to the work of national defense and security education in the province. The target of training in national defense and security knowledge for subjects 2 and 3 has not met the requirements, and there are not enough teachers with training expertise in national defense and security. These are the issues that members of the National Defense and Security Education Council have suggested need to be overcome to effectively carry out the two strategic tasks of building and protecting the Fatherland in the face of complicated developments in the sea and islands, thoroughly grasp the Resolution of the 11th Party Congress and the Resolution of the 17th Provincial Party Committee, and strengthen propaganda on national defense and security education associated with protecting sovereignty over seas and islands, sovereignty over territorial waters and continental shelf in the East Sea.
