That is the guidance of the General Department of Customs for the Ho Chi Minh City Customs Department, after the Investment Goods Customs Branch under this unit carried out customs procedures for a number of unused passenger cars with less than 16 seats.

Specifically, according to the guidance in Joint Circular No. 25/2010/TTLT-BCT-BGTVT-BTC in 2010 of the Ministry of Industry and Trade, Ministry of Transport, and Ministry of Finance, the Customs Sub-Department managing investment goods is not the customs sub-department of the seaport gate, so it is not allowed to carry out customs procedures for unused passenger cars with less than 16 seats.
