Directive of the Politburo on studying, grasping and implementing the Resolution of the 11th National Congress of the Party

(Directive No. 01-CT/TW dated March 17, 2011)

The 11th National Congress of the Party was a great success. The Congress passed the Resolution and important documents: Platform for national construction in the transitional period to socialism (supplemented and developed in 2011), Socio-economic development strategy 2011 - 2020, Political report of the 10th Central Executive Committee at the 11th National Congress of the Party, Party Charter (supplemented and amended).

To deploy the study, dissemination and implementation of the Resolution of the 11th Congress, the Politburo requests Party committees, Party organizations at all levels and sectors to perform well the following tasks:

1- Proactively develop an action program to implement the Resolution of the 11th Congress. On the basis of mastering the guidelines, viewpoints, policies, goals and tasks stated in the Resolution and documents of the 11th Congress, the Party Delegation of the National Assembly, the Party Executive Committee of the Government, the Party Delegation of the Central Committee of the Vietnam Fatherland Front, political-social organizations, provincial Party Committees, city Party Committees, Party Committees directly under the Central Committee, at all levels and sectors proactively develop an action program to implement in a positive and creative manner, suitable to the specific conditions of the sector, locality, unit and create an emulation movement in the entire Party, the entire army and the entire people, determined to strive to successfully implement the goals and tasks set out by the Congress.

In developing the action program, it is necessary to focus on proposing practical measures with a reasonable roadmap to effectively resolve pressing and urgent issues to stabilize the macro-economy, control inflation, ensure people's lives, promote production development, and at the same time do a good job of ideological work and propaganda to create high consensus among the people.

2- Focus on preparing and organizing well the study session, thoroughly grasping the Resolution of the 11th Congress, considering this one of the key tasks of 2011.

The documents of the 11th Congress that need to be focused on studying and thoroughly understanding are: Platform for national construction in the transitional period to socialism (supplemented and developed in 2011), Socio-economic development strategy 2011 - 2020, Political report of the 10th Central Executive Committee at the 11th National Congress of the Party, Party Charter (supplemented and amended). It is necessary to organize discussions, analyze theoretical and practical bases, clearly understand the basic viewpoints and new points of the documents, clarify the content of viewpoints, policies, goals, solutions and orientations in each document.

Combine studying, grasping and disseminating the documents of the 11th National Congress with disseminating and grasping the Congress resolution and discussing the action program of one's own Party Committee. On the basis of studying, discussing and grasping the Party's viewpoints, policies and guidelines, fight against erroneous and hostile viewpoints; correct distorted perceptions; strengthen criticism and self-criticism, and criticize manifestations of "self-evolution" within the Party.

Regarding the method of organizing learning and dissemination, it is necessary to have appropriate forms depending on the target audience. Key cadres at all levels need to deeply study the basic contents, new points, theoretical and practical bases of viewpoints and solutions; from there, connect with practice and creatively apply them to real conditions after studying. Cadres and grassroots party members need to be organized to study and thoroughly understand in a practical way, linked to local and grassroots realities so that learners can grasp the basic arguments and be able to apply them to real life and work. There are forms of propaganda and dissemination suitable for the majority of people in the country, our compatriots abroad and international friends.

Organize the compilation of various types of learning materials, disseminate and disseminate the documents of the 11th Congress in accordance with each target group. Promote the role and responsibility of the Party Committee Secretary and select reporters with a firm political viewpoint to disseminate and disseminate the Resolution and documents of the Congress. The team of reporters needs to be researched, studied and disseminated in advance.

The organization of studying and implementing the Resolution of the 11th National Congress must be carried out urgently and seriously, not perfunctorily. Prepare well for the organization of studying and implementing, combined with the good implementation of other political tasks, especially the election of National Assembly deputies and People's Council deputies at all levels.

The work of organizing the study, dissemination and implementation of the Resolution of the 11th National Congress at all levels must be carried out with attention by Party committees at all levels under the direction and guidance of higher-level Party committees. Promoting the initiative and creativity of all levels and sectors, considering this an important political activity to create unity of will and action in the entire Party, the entire people and the entire army, and consensus in society.

3- On the basis of thoroughly grasping the general guiding ideas, assign relevant Party committees and organizations to well perform the following specific tasks:

3.1- Central Propaganda Department

- Organize the compilation and publication of documents serving the study, dissemination and popularization of the 11th Congress documents, focusing on clarifying basic contents and new points.

- Issue guidelines for studying, grasping and implementing documents of the 11th Congress in the spirit of innovation, urgency, practicality and effectiveness.
- Preside over and coordinate with the Ho Chi Minh National Academy of Politics and Public Administration, with relevant agencies and units to open classes to study and disseminate the contents of the 11th Congress documents to the subjects to carry out research, study, disseminate and disseminate the contents of the 11th Congress documents throughout society: permanent representatives of Party committees, leaders of propaganda departments, core reporters of provincial Party committees, city Party committees and Party committees directly under the Central Committee; leaders of press and publishing agencies; leaders of literary and artistic associations, scientific and technical associations and outstanding artists and intellectuals; political theory lecturers of academies, universities and colleges nationwide.

- Establish a Central Reporting Team to support provincial, municipal, and central party committees in reporting on the content of documents to key officials of provincial, municipal, and central party committees.

- Direct press agencies and mass media to step up propaganda activities, widely disseminate among the people and foreign information activities about the basic contents of the 11th Congress documents.

3.2- Provincial Party Committees, City Party Committees, and Party Committees directly under the Central Committee
- Based on the contents of the 11th Congress documents and the guidance of the Central Propaganda Department, proactively develop a study and dissemination plan suitable to the specific conditions of the Party Committee and organize the study, dissemination and popularization of the contents of the Congress documents in conjunction with discussion and approval of the action program.

The Party Committee Secretary is directly responsible for directing the study and dissemination of the contents of the 11th Congress documents, developing the Party Committee's action program; communicating the contents of the 11th Congress documents; chairing discussions and approving the Party Committee's action program; if necessary, he/she can request a reporting team from a higher level or capable comrades in the Party Committee to support the communication; selecting a core team of reporters to attend classes organized by the Central Propaganda Department to be ready to support the communication of the contents of the 11th Congress documents to lower-level Party Committees.

- Based on the Politburo's Directive and the Central Propaganda Department's Guidance, direct and guide subordinate Party committees to organize the study and dissemination of the 11th Congress documents and widely propagate and disseminate them among the people.

3.3- The Central Military Commission and the Central Public Security Party Committee coordinate with the Central Propaganda Department to develop plans and provide guidance on studying and disseminating the 11th Congress documents to subordinate Party Committees, and develop action programs suitable to the specific conditions of the armed forces and Party Committees.

3.4- The Party Delegation of the Central Committee of the Vietnam Fatherland Front and the Party Delegations of socio-political organizations, based on the Directive of the Politburo and the Guidance of the Central Propaganda Department, organize the study and dissemination of the documents of the 11th Congress to members and union members in appropriate forms; open in-depth dissemination classes for comrades who are former leaders, managers, state officials, civil servants, and retired officials; open classes to study and thoroughly understand the documents of the 11th Congress for dignitaries and religious figures, combine propaganda and dissemination of the Party and State's guidelines, policies, and laws on freedom of religion and belief, and refute erroneous and hostile views in the field of religion and belief.

3.5- The Central Party Office provides guidance on funding for studying and disseminating the Resolution and documents of the 11th Congress.

The Central Party Office and the Central Party Committees, according to their functions and tasks, assist the Politburo, the Secretariat, and the Central Party Committee in monitoring, inspecting, supervising, and regularly reporting to the Politburo, the Secretariat, and the Central Party Committee on the implementation of the Directive.
This directive is disseminated to party cells.
