Directive No. 11-CT/TW dated December 28, 1996 on purchasing and reading Party newspapers and magazines
Nhan Dan Newspaper, Communist Magazine, newspapers of provincial and municipal Party Committees under the Central Government are part of the revolutionary press system of the whole country, under the leadership of the Party and the management of the State. Nhan Dan Newspaper, Communist Magazine, the central organ of the Party; provincial and municipal newspapers, organs of local Party Committees, are the voice of the Party, the State and the people.
To contribute to strengthening the Party's leadership and direction over the whole society, bringing the voice of the Party and State to cadres, party members and people across the country; promptly and accurately reflecting the will, aspirations, achievements, initiatives and experiences of all classes of people in the cause of building and defending the socialist Fatherland, the Politburo requests party committees and party organizations at all levels, departments, branches and organizations:
1- Organize well the purchase and reading of Party newspapers and magazines:
- Propaganda and mobilization of cadres, party members and people of all walks of life to buy and read Party newspapers and magazines; report news, write articles and contribute ideas to build party journalism.
- Pay attention to directing the distribution of Party newspapers and magazines (including retail distribution) widely to cadres, party members, youth union members, people and readers, with special attention to mountainous areas, remote areas. The General Department of Posts and Telecommunications strengthens the organization of the distribution of Party newspapers, considers reducing the distribution fee and the transmission fee of Nhan Dan newspaper.
Each Party cell, each People's Committee, each People's Council of the commune or ward, and each Ho Chi Minh Communist Youth Union base nationwide has Nhan Dan newspaper (daily) and newspapers of its local Party Committee. Each grassroots Party Committee has at least one Communist magazine. There are appropriate forms for Party members, Youth Union members and the people to regularly read and study the Party's newspapers and magazines, to clearly understand, grasp and effectively implement the Party's and State's guidelines, viewpoints and policies.
2- Funding sources:
- Party agencies, administrative agencies, public service agencies, unions, armed forces units, and all types of enterprises need to be provided with sufficient funds to purchase Party newspapers and magazines.
- Localities, bases, party committees and authorities must proactively allocate funds to purchase Party newspapers. Provincial and city party committees must have direction to ensure budget balance in the area.
- Strictly control the budget for purchasing Party newspapers at all levels. Implement the correct principles and purposes; do not use the budget for purchasing Party newspapers for other purposes or to buy other types of publications.
Provincial Party Committees, City Party Committees, and Party Committees of Central-affiliated blocs need to provide specific guidance on the implementation of the Politburo's directive.
This directive is disseminated to the Party cell.
