Directive No. 25-CT/TW dated May 20, 2013 of the Secretariat on leadership of the Congresses of the Vietnam Fatherland Front at all levels and the 8th National Congress of the Vietnam Fatherland Front (term 2014-2019)

The Congresses of the Vietnam Fatherland Front at all levels and the 8th National Congress of the Vietnam Fatherland Front (term 2014-2019) are important political events taking place in the context of our country continuing to implement the Resolution of the 11th National Party Congress, comprehensively promoting the renovation process, and increasingly deepening international integration, with many new advantages, difficulties and challenges. In that context, the requirement to strengthen and promote the strength of great national unity, raise awareness and responsibility for the position and role of the Vietnam Fatherland Front is very important, ensuring the victory of the cause of building and defending the Fatherland as determined in the Platform for national construction during the transitional period to socialism (supplemented and developed in 2011).

To lead the Congresses of the Vietnam Fatherland Front at all levels and the 8th National Congress of the Vietnam Fatherland Front to achieve high results, the Secretariat requests Party committees and organizations at all levels to focus on leading and directing the good implementation of the following tasks:

1- Leaders of the Vietnam Fatherland Front Committees at all levels prepare and organize the congress with the best quality and efficiency.

- Regarding the term summary report, it is necessary to correctly assess the people's situation and the building of the great national unity bloc; clearly state the achievements, difficulties, limitations, causes and lessons learned from the Front's work in the past term; pay attention to praising new factors and good practices; discover new issues that need to be resolved in the coming term in a specific, practical and feasible spirit.

The action program of the new term must closely follow the requirements and tasks of the resolutions of the Party Congresses at all levels and the Resolution of the 11th Party Congress, the resolutions of the Central Committee, Conclusion No. 62-KL/TW, dated December 8, 2009 of the 10th Politburo on "Continuing to innovate the content and methods of operation of the Vietnam Fatherland Front and socio-political organizations"; clearly stating the goals, tasks, and specific solutions, closely linked to the innovation of the methods of operation of the Front at all levels, focusing on the grassroots, building cultural residential areas. Clearly demonstrating the role of the Front in diversifying forms of gathering people and promoting the strength of the great national unity bloc. Promoting patriotic emulation movements, widespread and effective campaigns; promoting democracy, absorbing initiatives and recommendations of the people; perform well the role of social supervision and criticism, represent and protect the legitimate and legal rights and interests of all classes of people; participate in building a strong Party, government and political system; expand people's foreign affairs to constantly enhance the prestige of the Party and the State. Encourage and promote the potential, strength and intelligence of the people to contribute to the country, contributing to consolidating the close relationship between the Party and the people, enhancing social consensus.

- Amendments and supplements to the Charter of the Vietnam Fatherland Front need to be proposed by congresses of the Vietnam Fatherland Front at all levels for consideration and decision by the National Congress in accordance with the requirements of the new situation and tasks.

- The preparation of personnel for the Vietnam Fatherland Front Committees at all levels must be based on the standards of cadres and structures prescribed by the Charter of the Vietnam Fatherland Front; attach importance to typicality, representativeness and practicality; expand the composition to include typical individuals, representatives of classes, strata, ethnic groups, religions, and overseas Vietnamese who are qualified to fulfill the tasks of members of the Vietnam Fatherland Front Committees at their level. Increase the number of non-Party members (ensuring that at the Central level it reaches 45%-50%, at local levels it reaches 25%-30%) so that the Vietnam Fatherland Front Committees at all levels are truly the largest political alliance and voluntary union, a typical image of the great national unity bloc. The consultation to elect delegates to attend the congress of the Fatherland Front at higher levels needs to be closely led and directed, ensuring the structure, composition and quality of delegates to successfully complete the task of participating in the congress.

- Perfect the organization and apparatus of the Fatherland Front at all levels and the team of full-time cadres in sufficient quantity, ensuring quality and appropriate structure. At the same time, expand and create conditions to promote the team of part-time cadres, consultants, and collaborators for diverse activities, closely following the people of the Front. Party committees at all levels need to assign comrades in the Standing Committee to be Party Committee Secretaries and introduce them to be elected to the position of Chairman of the Vietnam Fatherland Front at the same level.

2- The congresses of the Fatherland Front at all levels must be directed and carefully prepared so that the congresses take place solemnly, safely, economically, effectively, on schedule and in accordance with the provisions of the Charter. The time for the grassroots congresses is from the fourth quarter of 2013 and completed before March 2014; the district level is completed before May 2014; the provincial level is completed before July 2014; the 8th National Congress of the Vietnam Fatherland Front will be held in September 2014.

3- Strengthen propaganda work before, during and after the Congress; attach importance to domestic propaganda and information work, foreign propaganda on the policy of great national unity, on the Vietnam Fatherland Front; fight against distorted arguments that divide the great national unity bloc. The Fatherland Front at all levels needs to organize and launch a vibrant and practical emulation movement, achieving the highest results to welcome the congress of the Fatherland Front at its level and the 8th National Congress of the Vietnam Fatherland Front. Carry out people's foreign affairs well to contribute together with the Party's foreign affairs and the State's diplomacy to build, consolidate and develop an environment of peace, friendship, cooperation and mutual development. At the same time, focus on uniting overseas Vietnamese to gather and create the strength of the great national unity bloc; promote the active role of Vietnamese people in other countries in expanding and strengthening friendship among nations, actively supporting the cause of innovation of our people.

4- The Party Delegation of the National Assembly, the Party Delegation of the Vietnam Fatherland Front, and the Party Executive Committee of the Government shall strengthen coordination and focus on leading the institutionalization of basic contents on great national unity, the Vietnam Fatherland Front, and the draft amendments to the 1992 Constitution, the Law on the Vietnam Fatherland Front, and related legal documents in accordance with the Resolution of the 11th National Party Congress. The Government directs all levels of government and sectors to create all conditions for the Front to prepare and organize the Congress well.

5- Party committees at all levels direct the review, adjustment and supplementation of regulations on regimes and policies to promote the role and responsibility of Front cadres, improve the operational capacity of Vietnam Fatherland Front Committees at all levels; leaders of all levels of government and organizations coordinate and ensure conditions for Vietnam Fatherland Front at all levels to organize congresses well.

6- The Party Delegation of the Vietnam Fatherland Front, the Central Committee for Mass Mobilization, the Central Organizing Committee, and the Central Party Office assist the Secretariat in monitoring and organizing the implementation of this Directive.
