Details of violations that result in points being deducted from the driver's license according to Decree 168/CP
Decree 168/CP, effective from January 1, 2025, specifically regulates the acts that result in deduction of driving license points and the number of points deducted corresponding to the violation.
According to regulations, each Driver's License (GPLX) has 12 points/year to assess the driver's compliance with traffic laws. Drivers will have their GPLX points deducted based on the nature and severity of the traffic safety violation.
A person whose driving license has been deducted all points will not be allowed to drive. After 6 months from the date of deduction of all points, if the driver wants to restore the points, he/she must take a driving test to restore these points.
According to the regulations, the points deduction levels include: 2 points, 4 points, 6 points and 10 points.

Minus 2 points:
- Pulling or pushing vehicles/objects in an improper manner;
- Carrying people on a trailer, except the driver;
- Driving a vehicle that is not eligible for non-stop electronic toll collection (vehicle without terminal tag) into the lane reserved for non-stop electronic toll collection at toll stations;
- Stopping or parking at the following locations: on the left side of a one-way road or on the left side (in the direction of traffic) of a dual carriageway; on a curve or near the top of a slope where visibility is obstructed; on a bridge (except in cases where traffic organization permits), under an overpass (except in places where stopping or parking is allowed), parallel to another vehicle that is stopped or parked;
- Failure to take safety measures as prescribed when a car breaks down right at a road intersection at the same level as a railway;
- Not giving way to vehicles requesting to overtake when it is safe to do so;
- Reversing or turning around in a road tunnel; stopping or parking in a road tunnel in an incorrect place; not signaling with emergency lights, not placing a "Caution of parked vehicles" sign (or warning lights) behind the vehicle at a safe distance when stopping or parking in a road tunnel in case of technical problems or other force majeure forcing the vehicle to stop or park;
- Driving a vehicle directly involved in a traffic accident without immediately stopping the vehicle, not preserving the scene, and not assisting the victims;
- Overtaking in cases where overtaking is not allowed, overtaking on a road section with a sign prohibiting overtaking (for the type of vehicle being driven); not signaling before overtaking or signaling but not using it during the overtaking process; overtaking on the right side of another vehicle in cases where it is not allowed.
- Driving a vehicle that does not keep to the right in the direction of travel; driving in the wrong part of the road or lane (lane in the same direction or lane in the opposite direction); driving a vehicle across the fixed median strip between two lanes.
- Avoid vehicles going in the wrong direction; do not give way to vehicles going in the wrong direction as prescribed in narrow roads, steep roads, or places with obstacles;
- Failure to comply with regulations when entering or exiting the highway; driving in the emergency lane or on the shoulder of the highway; failure to comply with regulations on safe distance from the vehicle in front when driving on the highway.
- Driving a vehicle at a speed exceeding the prescribed speed limit from 10 km/h to 20 km/h.
- Vehicles that are not entitled to priority install or use signaling devices of vehicles with priority;
- Changing lanes in an unauthorized place or without signaling or changing lanes in violation of the regulation "each lane change is only allowed to move to one adjacent lane" when driving on the highway;
- Entering a restricted area or a road with a sign prohibiting entry for the type of vehicle being driven;
- Stopping, parking, or turning the vehicle in violation of regulations causing traffic congestion;
- Not slowing down (or stopping) and giving way when driving from a non-priority road to a priority road, or from a branch road to a main road;
- Not reducing speed and giving way to vehicles coming from the right at an intersection without roundabout signals; not reducing speed and giving way to vehicles coming from the left at an intersection with roundabout signals.

Minus 4 points:
- Using hands to hold and use phones or other electronic devices while driving a vehicle on the road;
- Driving a vehicle at a speed exceeding the prescribed speed limit by more than 20 km/h to 35 km/h;
- Not giving way or obstructing priority vehicles that are signaling priority while on duty;
- Driving a vehicle on the road with alcohol concentration in blood or breath not exceeding 50mg/100ml of blood or not exceeding 0.25mg/1 liter of breath;
- Driving on the sidewalk, except when driving across the sidewalk to enter a home or office;
- Driving a 4-wheeled motor vehicle or a 4-wheeled motor vehicle carrying passengers on the highway;
- Failure to comply with traffic light signals;
- Failure to comply with the orders or instructions of traffic controllers or traffic inspectors;
- Going against the flow of a one-way street, going against the flow of traffic on a street with a "No entry" sign.

Minus 6 points:
- Carrying people on the vehicle's trunk against regulations; carrying people on the vehicle's roof; letting people hang on to the vehicle's door or outside the vehicle's side while the vehicle is moving;
- Driving a vehicle at a speed exceeding the prescribed speed limit by more than 35 km/h;
- Stopping or parking on the highway in an incorrect location; not signaling with emergency lights in case of technical problems or other force majeure forcing the vehicle to stop or park in the emergency lane on the highway; not signaling with emergency lights, not placing a "Attention to parked vehicles" sign (or warning lights) at least 150m behind the vehicle when stopping or parking in case of technical problems or other force majeure forcing the vehicle to stop or park in part of the lane on the highway.
- Committing a traffic violation causing a traffic accident by not immediately stopping the vehicle, not preserving the scene, not assisting the victim, not staying at the scene or not immediately reporting to the nearest police station or People's Committee.
Minus 10 points:
- Driving a vehicle on the road with blood or breath alcohol concentration exceeding 50-80mg/100ml of blood or exceeding 0.25-0.4mg/1 liter of breath;
- Driving a vehicle without complying with traffic order and safety regulations causing an accident;
- Driving in the wrong direction on the highway, reversing on the highway, making a U-turn on the highway.
