Details of allowance levels for people directly participating in block, hamlet and village work in Nghe An
(Baonghean.vn) - The People's Committee of Nghe An province decided on the allowance level for people directly participating in work and other activities of hamlets, blocks, and villages, ensuring a level from 50,000 VND to 100,000 VND/person/day of direct mobilization (depending on the nature of the work and the actual local situation).
This is the content of Decision No. 14/2020/QD-UBND dated May 27, 2020 of the People's Committee of Nghe An province on the level of allowances and the implementation process of allowances for people directly participating in the work of hamlets, blocks and villages in the province. This Decision takes effect from June 10, 2020.

The subjects of application are those who directly participate in the work of hamlets, blocks, and villages. Priority is given to training for heads of the association of the elderly, veterans, farmers, women's unions, and secretaries of the youth union branches in hamlets, blocks, and villages.
However, the total allowance for support must not exceed the allowance level for those directly participating in the work of hamlets, blocks, and villages as prescribed in Clause 1, Article 7, Resolution No. 22/2019/NQ - People's Council on the number, titles, allowance levels, regimes, and policies for non-professional workers and other subjects in communes, wards, towns, hamlets, blocks, and villages in Nghe An province (Resolution No. 22).
In addition to funding from union dues, membership fees of organizations and other funds (if any), the State budget provides additional support to pay compensation for those who directly participate in the work of hamlets, blocks and villages as follows:
a) Hamlets and villages with 350 households or more; hamlets and villages in key communes with complicated security and order issues according to decisions of competent authorities; hamlets and villages in border or island communes: VND 25,000,000/year;
b) Remaining hamlets, blocks and villages: 23,000,000 VND/year.
Decision No. 14 also clearly states: Do not pay compensation to subjects who have received allowances in Resolution No. 22.
Specifically, in this Resolution, in hamlets, blocks, and villages, the following positions: Party cell secretary; hamlet, block, and village chief; head of the Front work committee; village team leader, police officer, head of the civil defense team, member of the civil defense team, and hamlet and village health worker have received allowances, so they will not be paid allowances.
In the above Decision, the Provincial People's Committee also clearly stipulates the procedures for budget preparation, budget execution, final settlement, and inspection and supervision.
Based on the prescribed norms, the People's Committees of communes, wards and towns guide hamlets, blocks and villages to develop internal spending plans according to this Decision No. 14.
Including the content and level of support for compensation for those directly participating in the work and other activities of the hamlet, block, and village, ensuring publicity and transparency (with confirmation from the Party cell secretary, hamlet, block, and village chief and head of the Front's working committee) and sending it to the People's Committee of the commune, ward, or town to synthesize into the annual commune budget estimate.
Based on the assigned budget and internal spending plan that has been appraised by the commune's finance and accounting department, the People's Committee of the commune, ward, or town issues a decision approving the internal spending plan for each hamlet, block, or village for implementation, and at the same time sends it to the State Treasury for expenditure control;...
