Details of the number of Party Committee members and Standing Committee members at provincial and district levels for the 2020 - 2025 term

This is one of the important contents issued in the appendix attached to Notice No. 13-TT/TU dated October 28 of the Standing Committee of Nghe An Provincial Party Committee on Party congresses at all levels.

Number of Party Committee members and Party Committee structure

On the number of committee members:

The provincial Party Committee shall not exceed 65 comrades. For district, city and town Party Committees: Vinh City Party Committee shall not exceed 41 comrades. The district Party Committees: Thanh Chuong, Yen Thanh, Dien Chau, Quynh Luu, Do Luong, Nghi Loc shall not exceed 39 comrades. The remaining Party Committees shall not exceed 37 comrades.

For other Party Committees under the Provincial Party Committee including: Military, Border Guard, Public Security, follow the instructions of the Central Military Commission and the Central Public Security Party Committee.

Party committees: Provincial Agencies Bloc, Provincial Enterprises Bloc from 23 to 25 comrades. Vinh University Party Committee no more than 21 comrades. Vinh University of Technical Education Party Committee no more than 15 comrades.

On the Party Committee structure:

For the Provincial Party Committee, it will follow the structure of the Provincial Party Executive Committee Project submitted to the congress for the 2020 - 2025 term..

For district, city and town party committees, including: Secretary, deputy secretary, head of party building committees, head of the Inspection Committee, chief of the Party Committee's office, 1 deputy head of the Organization Committee, 1 deputy head of the Inspection Committee and a number of other deputy heads of party committees (if necessary); Chairman and vice chairman of the People's Council; Chairman and vice chairmen of the People's Committee; Chairman of the Fatherland Front, heads of socio-political organizations; Chief of Police, District Military Commander, heads of a number of specialized departments of the People's Committee; heads of the People's Court or People's Procuracy, a number of enterprises and public service units with important socio-economic positions; Secretary or chairman of the People's Committee of a number of communes, wards and towns.

For pilot locations implementing the merger of a number of advisory agencies assisting the Party Committee with specialized agencies of the government with similar functions and tasks or performing the title of head of the mass mobilization committee and also chairman of the Fatherland Front, in addition to the structure of 1 member of the Standing Committee, it is possible to consider the structure of 1 deputy comrade (internal affairs, inspection, Fatherland Front) participating in the Party Committee at the same level.

For other grassroots Party Committees directly under the Provincial Party Committee, the Party Committee structure holds the following positions: Secretary, Deputy Secretary, key professional leaders, heads and some deputy heads of Party building committees, heads of the Inspection Committee, Deputy Heads of the Inspection Committee, Chief of the Party Committee Office, heads of some political organizations and some secretaries or heads of affiliated agencies and units.

For the grassroots party committees directly under the Provincial Party Committee (Vinh University, Vinh University of Technical Education), they are structured appropriately.

Number of Standing Committee members, Deputy Secretaries

The Standing Committee of the Provincial Party Committee will have 17 members. The structure includes: Secretary, Deputy Secretary; Chairman and 1 Vice Chairman of the People's Council; Chairman and 1 Vice Chairman of the People's Committee; Chairman of the Provincial Party Committee's Inspection Commission and heads of the following departments: Organization, Propaganda, Mass Mobilization, Internal Affairs; Chairman of the Fatherland Front; Military Commander, Director of Public Security and some key areas and fields: Vinh City, Party Committee of Provincial Agencies, Provincial Ethnic Committee. The number of Deputy Secretaries of the Provincial Party Committee shall not exceed 2 members.

The Vinh City Party Committee has no more than 13 comrades. The district Party Committees: Thanh Chuong, Yen Thanh, Dien Chau, Quynh Luu, Do Luong, Nghi Loc have from 11 to 13 comrades. The remaining Party Committees have no more than 11 comrades. The number of deputy secretaries is 2 comrades.

The number of cadres increased for rotation and training according to the province's planning (to be deputy secretaries in charge of the grassroots level) is not counted in the number of Party Committee members, Standing Committee members and deputy secretaries of Party Committees stated in Directive 35-CT/TW and this Circular; the introduction and election of the increased number of cadres is still carried out according to general regulations.

Standing Committee of Nghe An Provincial Party Committee

The structure of the Standing Committee of the district-level Party Committee includes: Secretary, Deputy Secretary; Chairman and 1 Vice Chairman of the People's Council; Chairman and 1 Vice Chairman of the People's Committee (for districts, cities and towns with a prescribed number of more than 11 members of the Standing Committee, an additional Vice Chairman of the People's Committee can be arranged, but when developing the project, it is necessary to clearly analyze the requirements for adding more members of the Standing Committee and must be approved by the immediate superior Party Committee); Chairman of the Party Committee's Inspection Committee and heads of the following departments: Organization, Propaganda, Mass Mobilization; Chairman of the Fatherland Front (in places where the head of the Mass Mobilization Committee has not yet been implemented, the head of the Mass Mobilization Committee is also the Chairman of the Fatherland Front); Military Commander, Chief of Police and some key areas and fields.

As for the Party Committees: Provincial Agencies Bloc, Provincial Enterprises Bloc, no more than 7 comrades. The structure includes: Secretary, deputy secretaries, heads of Party committees, heads of inspection committees, chief of office, party committee secretaries of some agencies, enterprises, and public service units with important positions in the economy and society. The number of deputy secretaries is 1 to 2 comrades.

The Party Committee of Vinh University shall not exceed 7 comrades, Vinh University of Technical Education shall not exceed 5 comrades. The structure includes: Principal, Vice Principal, Party cell secretary, heads of faculties or other members appropriately structured. Deputy Secretary 1 comrade.

The Provincial Party Standing Committee also stipulates that the number of Party committee members at commune, ward and town levels must not exceed 15 comrades.

For commune-level party committees after merging administrative units, implementation shall follow the Plan of the Provincial Party Standing Committee and the Instructions of the Provincial Party Organization Committee.

The structure of the committee members includes:Party secretaries, deputy secretaries, chairmen of People's Committees, vice chairmen of People's Councils and People's Committees; chairmen of the Fatherland Front, heads of socio-political organizations, heads of police and military, professional civil servants, some secretaries of party cells or blocs, hamlet chiefs, village chiefs, and important areas of national defense and security.

The number of standing committee members of the Party Committee of a commune, ward or town is from 3 to 5 comrades. The structure includes: Secretary, deputy secretary in charge of the Party, deputy secretary - Chairman of the People's Committee, Chairman of the Fatherland Front and vice chairman of the People's Council or vice chairman of the People's Committee. The number of deputy secretaries is from 1 to 2 comrades.

For other types of grassroots party organizations, the number of executive committee members is basically the same as in the 2015-2020 term. The standing committee of the grassroots party organization shall, based on the characteristics and situation of each unit, guide and prescribe the number, structure of the executive committee, and the standing committee of the executive committee for other types of subordinate grassroots party organizations.

The Party Committees of the Army and Police follow separate regulations of the Politburo.
