Details of the number, titles, and allowance levels of non-professional staff in communes and hamlets are approved by the Provincial People's Committee.
(Baonghean.vn) - Implementing the policy of merging blocks, hamlets, and villages, Nghe An Department of Home Affairs submitted to the Provincial People's Committee a draft "Resolution on the number, titles, allowance levels, policies and regimes for non-professional workers and other subjects in communes, wards, towns, hamlets, blocks, and villages in the province".
On the afternoon of November 25, the Provincial People's Committee continued to hold a regular meeting in November 2019 to listen to and discuss some important contents.

Through policies for part-time cadres at hamlet and commune levels
At the meeting, the Provincial People's Committee unanimously approved the report of the draft Resolution of the Provincial People's Council on establishing, merging, and renaming hamlets, blocks, and villages in communes, wards, and towns in the districts of Quy Hop, Tuong Duong, Ky Son, Dien Chau and Thai Hoa Town.
Accordingly, the total number of merged hamlets this time including districts of Ky Son, Quy Hop, Tuong Duong, Dien Chau, Thai Hoa is 179 hamlets, establishing 87 new hamlets, reducing 92 hamlets.
There are 3 districts, cities and towns that proposed to change the hamlet names, specifically: Hung Nguyen district: 2 hamlets changed their names; Nghia Dan district: 1 hamlet changed its name; Thai Hoa town: 4 hamlets changed their names.
Next, the delegates listened to and gave their opinions on the Provincial People's Council Resolution on the number and titles of non-professional workers at the commune level; the allowance for part-time workers at the commune and block levels; the allowance for those directly participating in the work of hamlets, blocks, and villages; and the support regime for non-professional workers who do not continue to work in Nghe An province.
Accordingly, the number of non-professional workers in communes, wards and towns:
- Commune, ward, town type 1 maximum 12 people;
- Commune, ward, town type 2 maximum 11 people;
- Communes, wards and towns of type 3 have a maximum of 10 people.

The draft Resolution stipulates that commune-level cadres and civil servants who concurrently hold non-professional positions in communes, wards and towns; non-professional workers in communes, wards and towns and in hamlets, blocks and villages who concurrently hold other non-professional positions are entitled to a concurrent allowance equal to 100% of the allowance for the concurrent non-professional position, but concurrently holding no more than 2 positions.
Allowance for holding concurrent positions is not used to calculate social insurance and health insurance contributions and benefits.
Allowance level for Head of the Civil Protection Team (also Deputy Head of Block); members of the Civil Protection Team: Head of the Civil Protection Team (also Deputy Head of Block): 0.6 basic salary; Members of the Civil Protection Team: 0.35 basic salary.
Allowance level for hamlet and village health care: Hamlet and village health care in disadvantaged communes (according to state regulations): 0.55 of the basic salary; Hamlet and village health care in the remaining communes: 0.35 of the basic salary.
Concluding this content, the Chairman of the Provincial People's Committee agreed with the content of the draft Resolution presented by the Department of Home Affairs.
The Chairman of the Provincial People's Committee requested the Department of Home Affairs, based on the opinions of the delegates, to coordinate with the Department of Justice to study the transitional provisions with the view that the policies for officials must not be lower than before.
Deepen cooperation with partners
Commenting on the report on foreign affairs in 2019 and the plan for 2020, Chairman of the Provincial People's Committee Thai Thanh Quy highly appreciated the foreign affairs activities of Nghe An province which have made many improvements; have been implemented synchronously, effectively, and developed comprehensively in both breadth and depth, across the three pillars (Party foreign affairs, State foreign affairs and People's foreign affairs), contributing significantly to the socio-economic development and strengthening of national defense and security of the province.
The orientation of foreign affairs activities in 2020 is that the province will deepen cooperation with partners. Further promote cooperation activities with countries, especially Laos, Korea, Japan, the Russian Federation, Australia, ASEAN countries...; effectively implement the 2020 Foreign Affairs Program.

In developing foreign affairs plans, it is necessary to pay attention to increasing the number of delegations going out and coming in to learn about the investment environment, serving the process of socio-economic development.
At the meeting this afternoon, the Provincial People's Committee unanimously approved: Draft Decision amending and supplementing Clause 2, Article 2, Decision No. 71/2017/QD-UBND dated November 28, 2017 of the People's Committee of Nghe An province on regulations on the price for calculating registration fees for houses when registering ownership and usage rights in Nghe An province.
Draft Decision promulgating the collection rate of fees for using sea areas for each activity of exploiting and using marine resources in Nghe An province in 2020. Draft Decision promulgating the unit price of houses and constructions applied in compensation and support in 2020.
On the same day, the Provincial People's Committee gave its opinion on the program to celebrate the 990th anniversary of Nghe An's name; and the investment policy to upgrade Lach Quen fishing port.
