The document clearly stated: Implementing the policies and conclusions of the Politburo and the Secretariat on streamlining the organizational apparatus, the Standing Committee of the Provincial Party Committee has led and directed Party committees, authorities and relevant agencies to promptly deploy and ensure the progress of tasks, creating consensus and unity among cadres, party members and people.
However, in the process of implementing the policy of reorganizing administrative units at all levels and building a 2-level local government organization model (no district level organization, continuing to merge commune-level administrative units), there are still some cadres, civil servants and public employees at the grassroots level who have thoughts and moods of anxiety, worry, work half-heartedly, and show signs of giving up; some Party committees and organizations have not promptly corrected and done a good job of propaganda and orientation.
To promptly rectify and overcome the above situation, the Standing Committee of the Provincial Party Committee requests districts, cities, town Party Committees, agencies and units to properly implement a number of contents:
Focus on doing a good job of propaganda, raising awareness and responsibility for cadres, party members and people about the meaning and importance of the work of arranging, streamlining, organizing the apparatus, policies and orientations on cadre work, regimes and policies related to cadres, civil servants, public employees and workers at district and commune levels.
The process of streamlining and streamlining the organizational apparatus must not loosen leadership, but must ensure regular and continuous operations of agencies and organizations, without interruption, and without affecting the activities of the Party, government, people and businesses.
Continue to grasp the thoughts and aspirations of cadres, civil servants and public employees; promptly resolve policies and regimes, ensure the rights and interests of cadres, civil servants, public employees and affected workers in the implementation of restructuring and streamlining the organizational apparatus according to Party regulations and State laws.
Strengthen monitoring and inspection of compliance with discipline, administrative discipline, and public ethics in organizations and units; promptly detect and handle violations and shortcomings and take corrective measures.
