Chairman of Nghe An Provincial People's Committee requests officials not to neglect their work due to merger, arrangement and streamlining of the apparatus.
The Chairman of Nghe An Provincial People's Committee requested that the merger and disorganization of district-level administrative agencies should not lead to distraction, neglect of work, and affect people and businesses.

On the morning of April 3, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the regular meeting for March 2025.
Co-chairing were members of the Provincial Party Executive Committee, Vice Chairmen of the Provincial People's Committee: Bui Dinh Long, Nguyen Van De, Hoang Phu Hien, Phung Thanh Vinh.
The meeting was held in person and connected online to the People's Committees of 20 districts, cities and towns.
Delegates attending the meeting included comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council and leaders of the Standing Committee of the Vietnam Fatherland Front Committee of Nghe An province.

The first quarter had the highest growth in the same period in the last 5 years.
In the first quarter of 2025, Nghe An's economy has developed quite well with an estimated growth rate of 8%, the second highest in the North Central region and the 27th in the country. According to the Director of the Department of Finance, this is the highest growth rate in the first quarter of the past 5 years.

The total plan for 2025 assigned by the Prime Minister and the Provincial People's Council of Nghe An province is more than 10,000 billion VND; of which more than 9,000 billion VND has been allocated in detail. By the end of the first quarter of 2025, the province had disbursed 14.85%, higher than the national average (9.53%).
State budget revenue in the first quarter was 6,311 billion VND. Total newly granted and increased investment capital was 6,719.6 billion VND, of which total newly granted and adjusted capital was 111.9 million USD.
The fields of culture, society and social security have received attention and achieved many positive results. In particular, the province has focused on building and repairing houses for people with meritorious services, the poor and those with housing difficulties.

In recent times, Nghe An has urgently and resolutely directed the implementation of the Central Government's policies and regulations on the arrangement of administrative units and the streamlining of the apparatus of the entire political system in the province to ensure the requirements and progress set forth. It is currently continuing to implement the policies of the Politburo and the Secretariat on the arrangement and reorganization of administrative units at all levels and the construction of a 2-level local government model.

Although the results achieved in the first quarter of 2025 achieved many positive results, it is expected that in the coming time, there will be many difficulties and challenges, especially from July 1, 2025, the implementation of tasks, powers, and cessation of district-level government operations will be terminated.
In addition, it is forecasted that the situation in the coming time will have many unfavorable factors, especially the impact of the US tax policy on Vietnam, which is expected to affect Nghe An's FDI attraction and industries such as: electronic components, textiles, and seafood.

In that context, leaders of departments, branches and localities reported on the implementation of tasks of the branches, fields and localities in charge, proposed recommendations and solutions to achieve growth targets, while implementing the roadmap to arrange commune-level administrative units in conjunction with handling issues arising when the district level is abolished after 3 months.

Vice Chairman of the Provincial People's Committee Hoang Phu Hien, through working in some localities recently, has asked districts to review key projects with driving force to propose solutions to promptly disburse public investment capital.

Vice Chairman of the Provincial People's Committee Bui Dinh Long proposed to drastically accelerate the progress of eliminating temporary and dilapidated houses for poor households and families with meritorious services. Regarding the arrangement at the commune level, he suggested that departments and branches stick to the locality and accompany localities more closely. Districts, cities and towns should focus, speed up, and drastically implement to ensure progress.
Proactively organize work, maintain momentum, and keep pace when transferring from 3-level to 2-level local government
Concluding the meeting, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Le Hong Vinh assessed that the results achieved in the first quarter of 2025 were very positive, reflecting great efforts and striving; at the same time, he frankly pointed out the shortcomings and limitations, including localities, agencies and units that have not strictly implemented the tasks assigned by the Provincial People's Committee and leaders of the Provincial People's Committee.

Regarding the tasks in April and the second quarter of 2025, the Chairman of the Provincial People's Committee emphasized the goal of ensuring growth; at the same time, focusing on implementing the revolution of streamlining the apparatus and rearranging administrative units according to the 2-level local government model.
The head of Nghe An Provincial People's Committee suggested that in the coming time, each cadre and party member needs to enhance their sense of responsibility, be truly exemplary, organize their duties and tasks well; demonstrate a leading role model, especially from the leader, to successfully implement the goals and targets of socio-economic development, ensuring national defense and security in the area.

From there, we are determined to achieve a very high growth target this year of 10.5% according to the target assigned by the Government and successfully implement the goals and targets of the Resolution of the 19th Provincial Party Congress, term 2020 - 2025.
Clearly stating his determination and anticipating the pressure on growth due to the impact of US tax policies, as well as the transitional period when organizing a two-level local government, the Chairman of the Provincial People's Committee gave very specific instructions on solutions.

First of all, all levels, sectors, agencies and units must be proactive, enhance their responsibilities, carefully review and focus on directing the assigned tasks in 2025 and urgent tasks, specify each task to develop and issue specific and scientific work programs and plans.
Regularly review assigned tasks, clearly evaluate achieved results, content, and unfinished tasks associated with the public service responsibilities of each collective and individual; consider this as a criterion for evaluation, classification, arrangement, assignment, and screening of cadres, civil servants, and public employees in the coming time.
The Chairman of the Provincial People's Committee requested the Working Groups to direct growth promotion in 2025 to strengthen activities according to the set tasks and plans to contribute to completing the growth target of 10.5%.

Departments, branches, sectors, districts, cities and towns pay attention to doing a good job of ideological work for cadres and civil servants, clearly defining ideology, firm stance, responsibilities and roles to carry out assigned duties and tasks.
The Department of Home Affairs presides over and coordinates with the Department of Finance and other agencies, units, and localities to advise on the development of a detailed project to disorganize district-level administrative units, rearrange and reorganize commune-level administrative units, and advise the Provincial People's Committee to promptly report to the Standing Committee of the Provincial Party Committee to submit to the Standing Committee of the Provincial Party Committee for consideration and comments.
The Chairman of the Provincial People's Committee assigned the Department of Finance to preside over a comprehensive review of public assets of agencies and units to have a plan for management, arrangement, and use after rearranging and streamlining the organizational apparatus and administrative units at all levels, ensuring efficiency, proper purpose, and avoiding loss and waste.
At the same time, all levels, sectors and investors urge and promote disbursement of public investment capital, 3 National Target Programs, budget collection; make detailed disbursement plans for each project and comply with the disbursement plan.

Comrade Le Hong Vinh also assigned relevant departments and branches to advise on organizing a provincial public investment conference to grasp and promptly direct the resolution of difficulties and obstacles in implementing the plan; inspect; proactively adjust capital plans, transfer investors when not organized at the district level, ensuring no interruption or delay in the implementation and disbursement progress of projects; determine specific construction stops and technical stops of projects for acceptance and project transfer when arranging administrative units.
The Chairman of the Provincial People's Committee also requested to focus on directing the work of compensation and site clearance for projects, ensuring timely handover; focusing on implementing key and important projects in the area; continuing to promote improvement of the investment and business environment; enhancing investment attraction, supporting enterprises and investors, especially organizing planning reviews and reviewing social housing projects in the province.
Comrade Le Hong Vinh also requested to focus on directing the cultural and social fields according to the plan, especially proactively implementing the direction of the Provincial Party Secretary, Head of the Steering Committee of the Program to mobilize and support the construction and repair of houses for people with meritorious services, the poor, and people with housing difficulties; striving to complete the Program before July 31, 2025.
In addition, departments, branches and localities continue to promote administrative reform and digital transformation; proactively grasp and remove difficulties and obstacles of people and businesses; urge the implementation of tasks of Project 06/CP; receive and fully and promptly resolve administrative procedures for people and businesses.
Ensure national defense, security and social order and safety; focus on effectively resolving feedback, recommendations, complaints and denunciations from people and businesses.

In particular, the Chairman of the Provincial People's Committee has made some key notes in the coming time; including requesting 5 Working Groups to review, research, and orient the arrangement of administrative units at all levels and build a 2-level local government model to continue to closely follow the grassroots, propagate and motivate, grasp thoughts and aspirations, orient and handle contents beyond the authority of the district level, thereby synthesizing and reporting to the Provincial Steering Committee and the Provincial Party Committee for decision when there are specific instructions from the Central Government.
The head of the People's Committee of Nghe An province requested that each cadre and party member thoroughly implement the official dispatches issued by the People's Committee of the province on discipline and administrative order; not let the merger and disorganization of district-level administrative agencies lead to distraction and neglect of work, affecting people and businesses.
