According to Mr. Davutoglu, this order is not only related to a Russian plane, but is a general directive for the safety of Türkiye's airspace.

"According to the regulations, the Prime Minister issues written rules on the use of weapons to the General Staff. I issued a decree on October 10," former Prime Minister Davutoglu told NTV on July 15.

According to Mr. Davutoglu, the order was issued after "multiple violations in the operations of Russian aircraft from the Syrian side," Hurriyet Daily News reported.

"It was a mistake to revisit the issue eight months ago, after the incident... I would be able to take this political responsibility, even if it happened today," Hurriyet Daily News quoted the former prime minister as saying.
