Measures to remove difficulties for the market include extending the payment of VAT, corporate income tax, reducing land collection fees, exempting business license tax, etc.
On May 10, the Prime Minister signed and issued Resolution 13/NQ-CP on a number of solutions to remove difficulties for production and business and support the market.
Notable among these are solutions to extend the payment of value added tax (VAT), corporate income tax (CIT), reduce land rent; exempt business license tax in 2012 for seafood fishing households and salt production households...

Specifically:
1. 6-month extension of VAT payment deadline
The Government decided to extend the VAT payment deadline for April, May and June 2012 by 6 months, applicable to 2 groups of enterprises:
- Small and medium-sized enterprises (excluding small and medium-sized enterprises operating in the fields of lottery, securities, finance, banking, insurance, production of goods and services subject to special consumption tax and enterprises ranked 1, special class belonging to economic groups and corporations);
- Enterprises employing a lot of labor in the fields of production, processing, processing of agricultural, forestry, aquatic products, textiles, footwear, electronic components, construction of economic and social infrastructure works.
2. 50% reduction in land rent payable in 2012 for some economic organizations
The Government has decided to reduce by 50% the land rent payable in 2012 according to the provisions of Decision No. 2093/QD-TTg dated November 23, 2011 of the Prime Minister on reducing land rent in 2011 and 2012 for a number of economic organizations for enterprises operating in the fields of trade and services that are being leased land by the State and in 2012 must determine the land rent unit price according to the provisions of Decree No. 121/2010/ND-CP dated December 30, 2010 of the Government on amending and supplementing Decree No. 142/2005/ND-CP dated November 14, 2005 of the Government on land and water surface rent collection.
3. 9-month extension for corporate income tax payment
The Government extends by 9 months the tax payment deadline for corporate income tax from 2011 and earlier that has not been paid to the state budget (excluding the amount of corporate income tax extended under Decision No. 04/2012/QD-TTg dated January 19, 2012 on extending the tax payment deadline by 3 months for the amount of corporate income tax payable in the first and second quarters of 2011 by small and medium enterprises and enterprises using many workers) of enterprises specified in Group 1 and Group 2 above and of enterprises producing mechanical products as means of production, waterway transport (including inland waterway transport and sea transport), steel and cement production.
4. Exemption from business license tax in 2012 for seafood fishing households and salt production households.
5. Extend the deadline for land use fee payment by up to 12 months for project investors facing financial difficulties.
The Provincial People's Committee reports to the Standing Committee of the People's Council at the same level to consider and decide on the specific extension period for each project and group of projects.
6. The Ministry of Finance shall consider and report to the National Assembly for consideration and decision on tax reduction and exemption for a number of specific cases:
- Reduce 30% of corporate income tax payable in 2012 for small and medium enterprises, excluding small and medium enterprises operating in the fields of lottery, real estate, securities, finance, banking, insurance, production of goods and services subject to special consumption tax, enterprises ranked 1, special goods belonging to economic groups, corporations and enterprises specified in group 2 above.
- Exemption of VAT, personal income tax, and corporate income tax in 2012 for individuals and households that operate boarding houses and rented rooms for workers, laborers, students, and pupils; households and individuals that provide childcare; households, individuals, and organizations that provide shift meals for workers on the condition that the rental prices for boarding houses, boarding houses, childcare prices, and shift meal supply prices remain stable as at the end of 2011.
7. Promote investment capital disbursement
The Government assigned the Ministries of Finance, Planning and Investment, Industry and Trade, Agriculture and Rural Development, etc. to accelerate the implementation and disbursement of investment capital for projects and programs within their management scope; mobilize 2,000 billion VND to supplement investment loans for agriculture and rural areas; Allow purchases according to the Prime Minister's regulations for 2011 budget items that have been allocated but not used because they were implemented according to the provisions of Resolution 11/NQ-CP and have been transferred to 2012; Increase support policies and encourage domestic and foreign investment; Strengthen investment, trade and tourism promotion activities; Strengthen market control, ensure the quality and prices of essential goods, especially milk prices, human medicines, animal and plant protection drugs, and fertilizers;
8. Lower lending interest rates
The Government assigned the State Bank of Vietnam to coordinate with ministries and localities to continue implementing a tight and cautious monetary policy; Continue to lower lending interest rates, giving priority to rural agricultural areas, small and medium enterprises, export production enterprises, and supporting industry enterprises; Implement debt restructuring measures; Speed up the progress and ensure the effectiveness of bank restructuring;
