Government: Accelerate loan interest rate reduction in line with CPI reduction
According to the Resolution, the Government affirmed that it is necessary to persevere with the goals and tasks set out in the Resolutions of the Central Committee and the National Assembly for 2012; continue to closely monitor developments in the world and domestic economic situation, improve analytical and forecasting capacity to promptly take appropriate direction and management measures.
Priority credit in agriculture, rural areas, and export production
The Government requested the State Bank of Vietnam to preside over and coordinate with ministries and agencies to continue to operate monetary policy proactively, flexibly and effectively; and to give strong direction to create favorable conditions for businesses to access credit sources.
In addition, accelerate the reduction of lending interest rates in line with the reduction in the consumer price index; prioritize credit for enterprises in the fields of agriculture, rural areas, export production, supporting industries, small and medium enterprises, and labor-intensive enterprises; urgently take measures to classify and restructure debt associated with restructuring weak commercial banks.
The Ministry of Finance shall preside over and coordinate with ministries, agencies and localities to implement fiscal policies in a reasonable manner, closely and effectively coordinate with monetary and credit policies; take measures to ensure budget balance according to plan, keep budget deficit not exceeding the target approved by the National Assembly. Implement spending savings, use the increased revenue to prioritize development investment. Promote disbursement of investment capital from the budget, government bond capital, and national target program capital.
Support businesses in consuming products and reducing inventory
The Government assigned the Ministry of Planning and Investment to preside over and coordinate with ministries, agencies and localities to continue reviewing and removing difficulties in production and business, especially in areas with strengths such as agriculture, tourism and export; promote investment development, encourage social investment. Research and propose synchronous measures to strongly attract FDI capital, especially projects with high technology and clean technology content from potential partners; find counterpart funds for ODA projects.

The Ministry of Industry and Trade shall preside over and coordinate with ministries, branches and localities to boost exports, especially of strong products and key export products; strengthen trade promotion, take advantage of the gradual recovery of international markets to rapidly increase export turnover.
Support businesses in consuming products, reducing inventories through consumption promotion programs, bringing goods to rural areas; coordinate with the Ministry of Foreign Affairs to speed up the signing of the Partnership Cooperation Agreement (PCA) with the EU.
In addition, the Ministry of Agriculture and Rural Development will preside over and coordinate with ministries, branches and localities to continue to have solutions to promote agricultural and fishery production, maintain the current growth momentum; proactively cope with the complicated developments of natural disasters, direct the acceleration of flood and storm prevention projects; strictly control the use of banned substances in livestock farming, ensure food hygiene and safety, and promote the development of the livestock industry.
Support for unemployed workers from dissolved enterprises
The Ministry of Labor, War Invalids and Social Affairs is assigned to coordinate with ministries, agencies and localities to effectively implement measures to create jobs and increase income for workers; pay special attention to supporting workers who have lost their jobs from dissolved or inactive enterprises, ensuring proper policies and targets.
Focus on resolving complaints and denunciations, especially cases related to land.
The Government Inspectorate and ministries, branches and localities focus on resolving complaints and denunciations from citizens, especially cases related to land and prolonged mass petitions; strengthen on-site dialogues, thoroughly resolve local cases; strengthen anti-corruption work; promptly implement the Prime Minister's Conclusion at the National Conference on citizen reception, complaint and denunciation settlement.
The Resolution also stated that the Government basically agreed with the solutions to remove difficulties for enterprises as proposed by ministries and agencies; at the same time, it agreed on the need to urgently implement synchronous solutions on currency, credit, finance, market, administrative procedure reform... to remove difficulties for enterprises in production and business, promote growth and create jobs for workers.
