That was the opinion mentioned many times in the speech of Delegate Tran Thi Quoc Khanh (Hanoi National Assembly Delegation), at the discussion session in groups, 10th Session, 13th National Assembly.

According to Delegate Tran Thi Quoc Khanh, the implementation of e-Government will accelerate administrative reform, reduce hassles and reduce redundant personnel in the administrative apparatus. Reducing redundant personnel in the administrative apparatus will reduce regular expenditures and reduce the budget burden.

On the other hand, the surplus labor will move to work in other fields and they will continue to work creatively to contribute to the country.

Previously, delegate Tran Thi Quoc Khanh also pointed out: “Our current apparatus has too many layers and levels. Administrative reform is still not effective.” According to Ms. Khanh, there are still many barriers for businesses, many procedures, and complicated administrative issues that cause much frustration for businesses. This hinders the development of society.

Delegate Khanh also pointed out the current reality that many people want to work in the government. They even “lobby” to get into the government. Because they think that working in the government is slow but still stable. This mentality of not being enthusiastic about building makes the administrative apparatus heavier and at the same time reduces human resources for social development in other fields.

Delegate Tran Thi Quoc Khanh shared: "If I don't work in a state agency, I will do business or work in another profession, and will contribute to society through my work."

However, delegate Tran Thi Quoc Khanh also pointed out that administrative reform and application of information technology in administration are currently slow.

Therefore, delegate Tran Quoc Khanh suggested that e-Government should be quickly and thoroughly applied. In addition, it is necessary to have administrative transparency and fight corruption so that civil servants “do not dare to be corrupt”. She gave the example of a Singaporean official who worked directly with her and was given a souvenir gift, but they did not dare to accept it because the government has regulations on the value of gifts, even as a thank you.

At the press conference introducing the Government's Resolution on e-Government, Deputy Head of the Government Office Le Manh Ha said that the Government Office will establish a social-government network for people to give their opinions during the process of drafting legal documents.

Not only promoting the implementation of the Resolution on e-Government, the Government Office has worked with Facebook representatives in Vietnam to learn about social network applications. In the future, depending on the test results, Chinhphu.vn will establish a project and officially cooperate with Facebook to exploit this application for communication for the Government. This is also an internet social network application to communicate with the people.
