Discussing the Report of the Ministry of Planning and Investment on the temporary suspension of road use fee collection per vehicle for motorbikes, Government members agreed to the proposal of the Ministry of Transport to temporarily suspend the collection of road use fee for motorbikes nationwide from January 1, 2016. From now until the end of the year, localities that have not yet collected fees must still collect them according to regulations.

The reason for the suspension is that in the 3 years of collecting fees, the amount collected was not high. In 2013 and 2014, each year only over 550 billion VND was collected, and in the first half of this year only nearly 175 billion VND was collected. In addition, the sanctions for cases of non-payment of fees are not feasible. Although this fee collection is completely in accordance with the Road Traffic Law and the Ordinance on Fees and Charges, the Ministry of Transport still submitted to the Government a temporary suspension of collecting this unprecedented fee.

Also at this morning's meeting, the Government agreed to let the Ministry of Finance and the Ministry of Health issue a joint Circular, which includes the following content: From the end of this year, 100% of the salaries of district hospitals and commune health stations will be included in the price of medical services.

The new medical service price will only be applied for the Health Insurance Agency to pay hospitals for people with health insurance cards, while people without health insurance will still be charged according to the current price until 2016.
