The Government supports Nghe An province with 500 billion VND to overcome the consequences of storm No. 10.
The Government supports 2,524 billion VND from the central budget reserve in 2025 for 15 localities to support people's lives, repair dikes, irrigation reservoirs, disaster prevention works, essential infrastructure, and stabilize residents in urgent disaster areas affected by storm No. 10 and other natural disasters from the beginning of 2025.
Prime Minister Pham Minh Chinh has just signed Decision No. 2171/QD-TTg dated October 2, 2025, providing support from the central budget reserve in 2025 for a number of localities to overcome the consequences of storm No. 10 and other natural disasters from the beginning of 2025.

Specifically, support of 2,524 billion VND from the central budget reserve in 2025 for 15 localities to support people's lives, repair dikes, irrigation reservoirs, disaster prevention works, essential infrastructure, and stabilize residents in urgent disaster areas affected by storm No. 10 and other natural disasters from the beginning of 2025 (specifically: Tuyen Quang 200 billion VND, Cao Bang 195 billion VND, Lang Son 20 billion VND, Lao Cai 200 billion VND, Thai Nguyen 20 billion VND, Phu Tho 20 billion VND, Son La 200 billion VND, Lai Chau 24 billion VND, Dien Bien 90 billion VND, Ninh Binh 20 billion VND, Thanh Hoa 200 billion VND, Nghe An 500 billion VND, Ha Tinh 500 billion VND, Quang Tri 200 billion VND, Hue 135 billion VND) as proposed by the Ministry of Finance at Document No. 15306/BTC-NSNN dated October 2, 2025.
The Ministry of Finance and the People's Committees of the above-mentioned provinces are fully responsible to the Prime Minister, inspection, examination and auditing agencies and relevant agencies for the content, data of reports, subjects, conditions for using the central budget reserve and proposals, recommendations, ensuring proper implementation of legal provisions on natural disaster prevention and control, state budget, public investment and relevant legal provisions.
The People's Committees of provinces and cities are responsible for managing, using, and settling the funds supported by the central budget for the correct purposes, scope, subjects, and provisions of law, avoiding loss, waste, negativity, and group interests; reporting the results of fund allocation and implementation to the Ministry of Agriculture and Environment and the Ministry of Finance no later than 30 days from the date of the decision on funding support.
The People's Committees of provinces and cities shall organize the implementation and disbursement of the above-mentioned additional funds no later than December 31, 2026, in accordance with legal regulations. At the same time, report in detail the damage caused by natural disasters in 2025, the use of local resources (local budget reserves, financial reserve funds and other legal financial sources), the central budget support, the amount of funds exceeding the guarantee capacity of the local budget, requesting central budget support, and send it to the Ministry of Finance before October 30, 2025 for synthesis and reporting to the Prime Minister for handling of the total funding in accordance with legal regulations.
The Prime Minister assigned the Ministry of Finance to preside over and coordinate with the Ministry of Agriculture and Environment and relevant agencies to synthesize reports from localities and report to the Prime Minister on the overall budget handling plan in accordance with the provisions of law.
The Ministry of Agriculture and Environment shall preside over and coordinate with the Ministry of Finance and relevant agencies to organize inspections, supervision, and guidance on the use of the central budget reserve fund in 2025 to support localities, to prevent loss, waste, and negativity; in case of detecting capital allocation and use not in accordance with the prescribed scope and subjects, report to competent authorities to recover to the central budget and handle according to regulations./.
