Government holds online meeting to review 5 years of student credit program

On February 21, 2013, the Government held an online meeting to summarize 5 years of the student credit program. Attending were comrades: Nguyen Thien Nhan - Member of the Party Central Committee, Deputy Prime Minister; Nguyen Van Binh - Member of the Party Central Committee, Governor of the State Bank of Vietnam; representatives of central ministries, branches, and leaders of the Vietnam Bank for Social Policies.

At the Conference, the leaders of the Vietnam Bank for Social Policies reported on the implementation of Decision No. 157/2007/CP on credit for students. Thanks to the active participation of the entire grassroots political system, by December 31, 2012, the total lending turnover nationwide reached 43,362 billion VND, the average lending turnover was 7,227 billion VND/year. Total debt collection turnover reached 7,776 billion VND, of which 949 billion VND in 2010, 2,044 billion VND in 2011, and 4,385 billion VND in 2012. Outstanding debt as of December 31, 2012 was 35,802 billion VND, of which overdue debt was 167 billion VND, accounting for 0.47%. The program has provided loans to more than 2.8 million students. Up to now, there are still 1.9 million households borrowing capital for over 2.3 million students to go to school. In Nghe An, after 5 years of implementing Decision No. 157/2007, the lending turnover in Nghe An reached 3,001 billion VND, of which the lending turnover for the 2011-2012 school year reached 723 billion VND, the total outstanding debt as of September 30, 2012 reached 2,736 billion VND. More than 159,000 students from 122,000 families received loans for studying, completing 99.6% of the capital plan announced by the central government.

Central and local delegates also spoke about the difficulties and obstacles in implementing the program, unstable capital sources, debt collection, and employment issues after graduation.

The target for the 5-year period from 2013 to 2017 is that the program's capital is expected to be about 45,000 billion VND. The Government is determined to focus on mobilizing all capital sources, not allowing any student to drop out of school due to lack of money. Continue to effectively implement the program's socialization work, organize timely disbursement, to the right subjects, and in accordance with policies. Collect and handle overdue debts to supplement revolving loan capital, ensuring to meet the annual borrowing needs of students.

On this occasion, on behalf of the Government, Comrade Nguyen Thien Nhan presented the Prime Minister's Certificate of Merit to a collective, the Vietnam Bank for Social Policies, and two individuals, Mr. Tran Quang Qui - Deputy Minister of Education and Training; Mr. Nguyen Van Ly - Deputy General Director of the Vietnam Bank for Social Policies. The Ministry of Education and Training and the General Director of the Vietnam Bank for Social Policies also commended collectives and individuals with outstanding achievements contributing to the success of the program.
