Government holds online meeting on international integration

(Baonghean.vn) - On the afternoon of August 27, under the chairmanship of Comrade Pham Binh Minh - Deputy Prime Minister, Minister of Foreign Affairs, the Government held a national online conference to disseminate Directive 15/CT-TTg on continuing to implement Resolution 22-NQ/TW of the Politburo on international integration.

At the meeting, representatives of ministries and branches reported on international integration work in the fields of politics, security, defense, economy, culture, society, science, technology, education, training, and perfecting Vietnamese laws to serve international integration.

In terms of politics, security and defense, in the past two years, there has been a strong shift from breadth to depth. Vietnam has basically completed the establishment of a framework for relations with important partners, creating a foundation for intertwining interests, promoting specific and substantive cooperation in both development and security. To date, Vietnam has had strategic partnerships with 13 countries and comprehensive partnerships with 11 countries, including all five permanent members of the United Nations Security Council. In particular, it has harmoniously and balancedly handled relations with major countries, especially China and the United States. On the East Sea issue, it has fought and advocated strongly so that the international community can clearly see that peace, stability, security, safety and freedom of navigation and aviation in the East Sea are closely linked to peace and stability in the region and the world.

To date, Vietnam has signed and participated in 11 regional and bilateral FTAs, including 6 FTAs ​​within the ASEAN cooperation framework and 5 FTAs ​​negotiated as an independent party. Vietnam is always among the countries with the highest rate of implementation of measures in the Roadmap for the ASEAN Economic Community (AEC).

Ministries and sectors have proactively integrated international integration activities into the process of building and implementing strategies, plans and projects on industry development in order to take advantage of international cooperation and support, acquire knowledge and the quintessence of human culture, promote the image of the country and people of Vietnam to international friends, and train high-quality human resources for the country.

Up to now, the completion of the legal system to implement international commitments related to the field of human rights and criminal law continues to be carried out through reviewing and internalizing the provisions of international conventions into legal documents being developed and revised. From the Vietnam - US Trade Agreement (BTA) to Vietnam's accession to the WTO, it has shown the development in the work of law making, from the thinking of law making, the quality of drafting to the process of law making and law implementation.

In recent years, Vietnamese enterprises have basically realized the opportunities brought by economic integration. On average, over 70 thousand new enterprises are established every year. Total revenue of the enterprise sector has increased about 12 times, from 1.2 million billion VND in 2002 to 14.4 million billion VND in 2014, the average revenue growth rate of the entire enterprise sector reached 25.6%/year.

At the meeting, leaders of several localities such as Hanoi, Ho Chi Minh City, Da Nang, Quang Ninh, Nghe An and Dong Thap also reported on the implementation results of Resolution 22-NQ/TW dated April 10, 2013 on international integration.

Comrade Le Ngoc Hoa - Vice Chairman of Nghe An Provincial People's Committee proposed that the Ministry of Foreign Affairs promptly provide information about incoming delegations, especially sensitive delegations that need specific instructions and notice of issues to be noted in order to be proactive in management when the delegations come to operate in the locality.

On behalf of Nghe An province, on behalf of the Provincial People's Committee, Mr. Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee informed about the achievements of the province in the field of international integration in recent times. Accordingly, the propaganda and promotion of the potential and image of Nghe An have many innovations, proactively approaching in diplomatic methods, establishing cooperative relations with provinces of countries such as Laos, Korea, the Russian Federation, China, etc. Relations with foreign representative agencies in Vietnam, Vietnamese representative agencies abroad, foreign investors, international financial organizations and non-governmental donors have been strengthened; closely coordinating with central ministries and branches to properly handle sensitive and complicated issues of religion, human rights, free migration, etc. Trade promotion, investment promotion and mobilization of ODA and NGO capital have achieved encouraging results.

Concluding the meeting, Comrade Pham Binh Minh - Deputy Prime Minister, Minister of Foreign Affairs affirmed that after 2 years of implementing Resolution 22-NQ/TW of the Politburo on international integration, our country has achieved many important, positive and proactive results, ensuring a peaceful and stable environment, affirming Vietnam's position in the international arena. However, Deputy Prime Minister Pham Binh Minh also said that there are currently some shortcomings in the issue of international integration such as limited awareness and understanding of integration among many classes of people, the force working on integration has not met the requirements, etc.

He requested ministries, branches and localities to thoroughly grasp the content of Directive 15/CT-TTg on continuing to implement Resolution 22-NQ/TW of the Politburo on international integration and effectively implement it; strengthen the organization of training courses on integration issues, enterprises and localities to proactively research, propose, develop, disseminate and implement the contents in a practical and effective manner. He also requested to further strengthen the coordination between ministries, branches and provinces and cities on integration issues, improve the quality of human resources to seize opportunities and cope with challenges when the ASEAN Community is officially established next December.
