Japanese Government supports Vietnam in implementing e-Government

(Baonghean.vn) - Mr. Yamada - Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam said that the Japanese Government will support to the best of its ability to meet the wishes of the Vietnamese Government and share with Vietnam experiences in the field of building e-Government.

On the morning of January 8, the Government Office coordinated with the Embassy of Japan in Vietnam to organize an online workshop to share Japan's experiences and new policies to promote the development of e-Government, towards digital Government.

The workshop was co-chaired by Comrade Mai Tien Dung - Member of the Party Central Committee, Minister, Chairman of the Government Office and Mr. Yamada - Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam at the main bridge.

Chairing at Nghe An bridge point were comrades: Dao Quang Thien - Deputy Chief of Office of Provincial People's Committee; Phan Nguyen Hao - Deputy Director of Department of Information and Communications.

Save more than 15,000 billion VND/year

This is the 3rd Workshop between the Government Office and the Embassy of Japan in Vietnam in the field of e-Government development (the first workshop was in August 2019, the second in February 2020) and is one of the cooperation and support activities of Japan for Vietnam in the field of e-Government implementation.

Speaking at the Workshop, Minister, ChairmanGovernment OfficeMai Tien Dung emphasized: In recent times, the Vietnamese Government has focused on directing the drastic implementation of a number of interconnected information axes such as: National Document Interconnection Axis, National Reporting Center and Information Operation Center of the Government, Prime Minister, information system serving meetings and conferences of the Government, National Public Service Portal...

That has dramatically changed the way state agencies operate, reformed administration, served people and businesses... Thereby, saving the country more than 15,000 billion VND/year.

The above success has the mark of the Japanese Government, including the contribution ofEmbassy of Japanin Vietnam. During the cooperation process, Japan has sent experts to support Vietnam in building e-Government; supported training courses for Vietnamese officials in Japan; and supported Vietnam's information centers to come into operation.

According to Minister and Head of the Government Office Mai Tien Dung: In 2021 and the following years, the Government and the Prime Minister determined that the development of e-Government is a common trend of countries around the world and is a space for economic development, a basic foundation to realize Vietnam's international integration aspirations with the consistent viewpoint of building.

Developing e-Government must ensure close connection between information technology application and administrative reform, enhance publicity and transparency, innovate service methods, take people and businesses as the center and the satisfaction of individuals and organizations is an important measure in developing e-Government.

Japan continues to support Vietnam in digital transformation

To promote the development of e-Government, towards digital Government, ministries, branches and localities need to promote the role of leaders, prioritize resources and take the lead in applying personal digital signatures in processing records, solving work, and sending and receiving electronic documents.

Promote processing and filing work documents on the network environment, enhance connection and communication between state administrative agencies with socio-political and professional organizations and enterprises, focusing on expanding the Information System serving meetings and processing work at ministries, ministerial-level agencies, People's Councils and People's Committees at provincial and district levels.

Effectively deploy the provision of online public services at levels 3 and 4 and online payment on the National Public Service Portal; digitize the results of administrative procedure settlement, apply information technology to make processes and procedures transparent; connect and share common databases to serve the settlement of administrative procedures and provision of public services.

In addition, focus on deploying information systems to serve the direction and administration of the Government, the Prime Minister, ministries, branches, localities and information systems to serve people and businesses.

"Through exchanges and experience sharing like today, Vietnam will continue to take solid steps in implementinge-Government, contributing to the country's development, the prosperity of the nation and the good relationship between Vietnam and Japan," the Minister and Head of the Government Office emphasized.

Speaking at the workshop, Mr. Yamada - Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam further emphasized: In the context of the increasingly complicated developments of the Covid-19 pandemic, the implementation of Digital Government is becoming more and more important, solutions to provide public services with diverse data help countries implement social distancing while still ensuring the operations of State agencies, production and business, preventing the spread of the epidemic, and efforts to respond to the epidemic.

Appreciating Vietnam's efforts in administrative reform and building e-Government, the Japanese Ambassador to Vietnam affirmed: Digital Government is the top priority of the Japanese Prime Minister.

"The Japanese Government will support to the extent possible to meet the wishes of the Vietnamese Government, sharing with Vietnam the experience and knowledge accumulated by the Japanese Government. At the same time, the Japanese Government hopes that through activities and cooperation programs, support and aid, it will contribute to helping Vietnam build an e-Government, towards a digital Government" - Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam said.

At the workshop, delegates were presented with four topics: "Results and lessons learned from administrative procedure reform, e-Government development and key tasks in 2021"; "New policy of Japanese Prime Minister Suga to develop digital government"; "Experience in digitalizing public services and administrative procedures in Japan" and "Building policies using artificial intelligence"./.
