Government increases pensions, social insurance benefits, monthly allowances from July 1, 2023
The Government has just issued Decree 42/2023/ND-CP adjusting pensions, social insurance benefits and monthly allowances from July 1, 2023.

Subjects of adjustment of pension, social insurance benefits, monthly benefits
1- This Decree adjusts the pension, social insurance benefits and monthly allowances for beneficiaries of pension, social insurance benefits and monthly allowances before July 1, 2023, including:
a) Cadres, civil servants, workers, public employees and laborers (including those who have participated in voluntary social insurance, retirees from the Nghe An farmers' social insurance fund transferred according to Decision No. 41/2009/QD-TTg dated March 16, 2009 of the Prime Minister on transferring Nghe An farmers' social insurance to voluntary social insurance); soldiers, people's police and people working in key positions who are receiving monthly pensions.
b) Commune, ward and town cadres prescribed in Decree No. 92/2009/ND-CP dated October 22, 2009 of the Government on titles, numbers, some regimes and policies for cadres, civil servants in communes, wards and towns and non-professional workers at the commune level, Decree No. 34/2019/ND-CP dated April 24, 2019 of the Government amending and supplementing a number of regulations on commune-level cadres, civil servants and non-professional workers at the commune level, in villages and residential groups, Decree No. 121/2003/ND-CP dated October 21, 2003 of the Government on regimes and policies for cadres, civil servants in communes, wards and towns and Decree No. 09/1998/ND-CP dated January 23, 1998 of the Government amending and supplementing Decree No. 50/CP dated July 26, 1995 of the Government on living expenses for commune, ward and town officials receiving monthly pensions and allowances.
c) People who are receiving monthly allowances for loss of working capacity according to the provisions of law; people who are receiving monthly allowances according to Decision No. 91/2000/QD-TTg dated August 4, 2000 of the Prime Minister on allowances for people who are past working age at the time of stopping receiving monthly allowances for loss of working capacity, Decision No. 613/QD-TTg dated May 6, 2010 of the Prime Minister on monthly allowances for people with 15 to less than 20 years of actual work experience whose period of receiving allowances for loss of working capacity has expired; rubber workers who are receiving monthly allowances according to Decision No. 206-CP dated May 30, 1979 of the Government Council on policies for newly liberated workers who do heavy, unhealthy jobs and now have to quit their jobs due to old age.
d) Commune, ward and town cadres who are receiving monthly allowances according to Decision No. 130-CP dated June 20, 1975 of the Government Council supplementing policies and regimes of treatment for commune cadres and Decision No. 111-HDBT dated October 13, 1981 of the Council of Ministers on amending and supplementing a number of policies and regimes for commune and ward cadres.
d) Military personnel currently receiving monthly allowances according to Decision No. 142/2008/QD-TTg dated October 27, 2008 of the Prime Minister on implementing the regime for military personnel participating in the resistance war against the US to save the country with less than 20 years of service in the army who have been demobilized and returned to their localities (amended and supplemented by Decision No. 38/2010/QD-TTg dated May 6, 2010 of the Prime Minister).
e) People's Public Security officers who are receiving monthly allowances according to Decision No. 53/2010/QD-TTg dated August 20, 2010 of the Prime Minister stipulating the regime for People's Public Security officers and soldiers who participated in the resistance war against the US with less than 20 years of service in the People's Public Security who have quit their jobs and returned to their localities.
g) Military personnel, people's police, and people working in secretarial work who receive salaries similar to those of military personnel and people's police who are receiving monthly allowances according to Decision No. 62/2011/QD-TTg dated November 9, 2011 of the Prime Minister on regimes and policies for those who participated in the war to protect the Fatherland, performed international missions in Cambodia, and helped Laos after April 30, 1975 and have been demobilized, discharged from the army, or quit their jobs.
h) People receiving monthly occupational accident and disease benefits.
i) People receiving monthly pension benefits before January 1, 1995.
2- The subjects specified in points (a), (b), (c), (d), (dd), (e) and (g) above who retired to receive pension, social insurance benefits, and monthly allowances before January 1, 1995, after making adjustments according to regulations, have pension, social insurance benefits, and monthly allowances of less than VND 3,000,000/month.
Adjustment level
From July 1, 2023, adjustments are as follows (*):
An increase of 12.5% on pension, social insurance benefits and monthly allowances for June 2023 for the subjects specified in (1) above has been adjusted according to Decree No. 108/2021/ND-CP dated December 7, 2021 of the Government adjusting pensions, social insurance benefits and monthly allowances.
Increase by 20.8% on pension, social insurance benefits and monthly allowances of June 2023 for the subjects specified in (1) above that have not been adjusted according to Decree No. 108/2021/ND-CP dated December 7, 2021 of the Government adjusting pension, social insurance benefits and monthly allowances.
From July 1, 2023, people who are receiving pensions, social insurance benefits, and monthly allowances as prescribed in (2) above, after adjustment according to the provisions in (*) above, have a benefit level lower than 3 million VND/month, the adjustment will be increased as follows: Increase by 300,000 VND/person/month for those with a benefit level below 2.7 million VND/person/month; increase by 3 million VND/person/month for those with a benefit level from 2.7 million VND/person/month to less than 3 million VND/person/month.
The pension, social insurance allowance, and monthly allowance after adjustment according to regulations are the basis for calculating the adjustment of pension, social insurance allowance, and monthly allowance in subsequent adjustments.
